The transformation and upgrading of China's photovoltaic industry,breaking through the low-end locked have become the most important,and the poor technology innovation model and the lack of synergistic effect of policy are the main causes that lead to the low-end locked of China's photovoltaic industry.Therefore,it is the emphases of this paper to study the complicated game among multi-agent and the effectiveness of coordination of policy,and to find breaking strategy at the level of technology and policy.Firstly,this paper analyzes the current situation of low-end locked of photovoltaic industry in China.At present,photovoltaic industry in China is characterized by excessive competition at the low end,lack of motivation of high-end R&D and value creation.Meanwhile,the technological incentives,policy incentives and technological incentives of China's photovoltaic industry's low-end locked are analyzed respectively.Secondly,based on the technical incentives,this paper built the multi-agent evolutionary game model and analyzed the game relationship of the participation in the technological breakthrough of China's photovoltaic industry.On the basis of the model solution,to identify the key factors that affect the cooperation innovation.Main conclusions are as follows: the rewards from superior government,external revenue and research funds are helpless to promote tripartite cooperation;the influence of photovoltaic enterprises supportive subsidies to tripartite cooperation formed the ‘inverted U',there is a ‘the inflection point of subsidies';supportive investment of the research institutions is helpless to improve the cooperative willingness of research institutions,but the increase of associated earning and research institutions' innovation investment can improve university and research institutions cooperation intention significantly.Thirdly,based on the policy incentives,taking 227 photovoltaic industry policies as an example,we studied the synergy effectiveness of photovoltaic industry policy.The results show that: with the rising synergies of Chinese photovoltaic industry policies,the policy strength decreased.However,more synergies of Chinese photovoltaic industry policies do not always mean better.Different synergies of policy affect industrial performance with directional difference.Finally,it put forward suggestions from the aspects of building the cooperative innovation mechanism of government,industry,university and research,and the effective coordination mechanism of industrial policy.On the policy level,we should strengthen policy guidance,promote the hierarchical upgrading of the photovoltaic industry,build the mode of tackling key problems of government,industry and university &research which focus on key technology,and build an innovative alliance based on the whole industry chain of photovoltaic.On the technology level,take the core technology as the lead,realize the coordination of policy objectives,establish the evaluation system of policy effectiveness,realize the coordination of policy functions,define the responsibility of the main body of policy implementation,and realize the coordination of policy operation.
