Research On The Planning Of Fishery Characteristic Towns From The Perspective Of Industry-city Integration

In July 2016,the Ministry of Housing and Urban Rural Development associated with the National Development and Reform Commission and the Ministry of Finance jointly issued The Notice on Carrying out the Cultivation of Characteristic Towns(Jian Cun [2016] No.147),which declare to carry out the building and development task of characteristic towns nation widely.In October 2016,the Ministry of Housing and Urban Rural Development released the first list that containing 127 Chinese characteristics towns,which shows that the country has raised the issue of developing Chinese characteristics towns to a national strategic level.Since then,the local governments of various provinces and cities have launched the characteristic town construction plan,making use of the advantages of local resources and with the help of national policies,building a characteristic town that adaptive-in-industry,good-for-live and ecosystem-friendly.It could be say that the building of characteristic towns has become an important part in the process of new urbanization in China.The construction of characteristic town urgently needs the guidance of a mature and systematic methodology.Therefore,this paper has an important guiding significance and broad application prospects for the planning and research of fishery characteristic towns.Based on these above,this paper start with the research of relevant basic theories,defines the relevant concepts of characteristic town and industry city integration,then analyzes the relationship between industrial development and characteristic town.Through the analysis of relevant cases,this paper conclude the successful experience of fishing characteristic town planning and design.Combined with the planning practice of the actual project,the paper makes a detailed interpretation of the planning and design of Fengjia Town,a fisherman cultural town in Zhanhua District,Binzhou City.In the first and second part,this paper researches and summarizes the Characteristic Towns at home and abroad,analyzes the actual situation and relevant theories of the Characteristic Towns developing at home and abroad,summarizes the construction examples of fishery characteristic towns,and finds out the common limitations and problems of the planning of characteristic towns.In the third part,this paper analyzes the current situation and characteristics of Feng-jia Town,a fishermen cultural town in Zhan-hua District,and puts forward four major problems in the development process of the town,including the limit of simple seafood trade function and the lack of transformation driving factors in the industrial development;the circumstance of multiple villages surrounding,the limit of small towns' developing space expansion,the lagging construction of supporting services and the lack of production and living needs in the development space;the town and village landscape is disordered and the overall landscape lacks a guidance in terms of landscape features.The fourth part is the special research on the industrial development of Feng-jia Town,a fisherman cultural town in Zhan-hua district.Based on the analysis of the current industrial development situation of Feng-jia town,the leading industry is determined to orient the town's future industrial development.This paper sorts out the tourism resources and characteristic culture of the town,discusses the advantages and disadvantages condition of developing its tourism,then puts forward the tourism development measures.The fifth part is the research on the relationship between industrial development and characteristic towns.Combined with the previous research and analysis of relevant cases,it summarizes the common characteristics of functional organization of industrial expansion guiding fishery characteristic towns,and the spatial system planning of industrial demand affecting fishery characteristic towns.The sixth part,by extracting the characteristic elements of fishermen cultural town,the development direction of the town is determined,the planning concept and proposal is put forward.And be combined with the means of spatial planning and design,the industrial,residential,supporting and other functional spaces are comprehensively deployed to carry out the characteristic style planning.Finally,based on the theoretical research and empirical analysis of the planning and design of fishing characteristic towns,the paper's motif conclusion is drawn,and the paper's shortcomings are pointed out.
