Agriculture is the foundation of the national economy.However,a series of resource and environmental problems arise in the process of development.Since the 18th CPC national congress,the CPC central committee and the state council have attached great importance to green development.Under the background of rural revitalization strategy and green development,it is urgent to change the agricultural development model and improve TFP.As one of the key factors to promote the growth of agricultural total factor productivity,rural human capital plays a vital role.Most of the agriculture in the western region is an extensive growth model,which destroys the agricultural production environment.Human resources are abundant,but human capital is scarce.Therefore,from the perspective of green development,the study on the impact of human capital on agricultural green total factor productivity in the western region is in line with the current national strategy of western development and rural revitalization,which is conducive to the healthier development of agriculture in the western region.In the context of green development,chose land,labor,fertilizers,pesticides,agricultural films,machinery,water resources and livestock as inputs elements,the added value of agriculture,forestry,animal husbandry,and fishery as expected output,agricultural carbon emissions as undesirable output;based on the undesirable output of SBM models for the western region 12 provinces(autonomous regions and municipalities directly under the central government)in 2002-2017 green agriculture total factor productivity is calculated and analyzed.The results show that after taking agricultural carbon emissions into consideration,agricultural total factor productivity has decreased.From 2002 to 2017,the average values of agricultural total factor productivity and agricultural green factor productivity both fluctuated and increased,and the trends in the northwest and southwest regions were basically the same:And the average value of the southwest region is higher than that of the northwest region,and its sensitivity to agricultural carbon emissions is lower than that of the northwest region.Further analysis found that regardless of whether or not agricultural carbon emissions were considered,the average ranking of agricultural total factor productivity did not change.After analyzing the redundancy of agricultural input and output,it is found that the redundancy rate of the added value of agriculture,forestry,animal husbandry and fishery in the western region is O.Except for Guangxi's agricultural film input redundancy is 0,the input and agricultural carbon emissions in the remaining regions are redundant.Water resources,pesticides,and fertilizers have the greatest impact on agricultural green total factor productivity in the western region.Water resources,fertilizers,and agricultural carbon emissions have the greatest impact on the northwestern region,while pesticides,labor,and livestock have the greatest impact on the southwest,Ningxia,Gansu,Yunnan and other places have a lot of room for improvement.Then,on the basis of studying the impact of human capital on agricultural green total factor productivity,selecting the education investment of human capital investment,training,health and migration as a core variable respectively,the farmers' income level,adjustment of agricultural planting structure,finance support agriculture,agricultural disaster rate and level of urbanization as control variables to establish the random effects Tobit model,research the human capital influence on the western region agricultural green total factor productivity.The results showed that the investment in education and health had a significant effect on promoting the green total factor productivity of agriculture in the western region,the number of private vocational training institutions in the training investment had an inhibitory effect,the number of rural adult cultural and technical training schools had a significant promoting effect,but the number of vocational skill appraisal institutions had no significant effect.The influence of migration investment is not significant;Among the control variables,farmers' income level and the adjustment of agricultural planting structure will significantly promote the increase of agricultural green total factor productivity in the western region.Except for the non-significant impact of the core explanatory variable,education investment,the agricultural disaster rate plays an inhibitory role in the other five models.Financial support for agriculture,urbanization level impact is not significant.Finally,combining the empirical analysis result,to improve the western region agricultural green total factor productivity put forward relevant Suggestions:increase investment in human capital,strengthen rural education,training,health care,such as investment,improve farmers' living standards,promoting agricultural structure adjustment,development type "three agriculture",and improve the guarantee mechanism,reducing natural disaster loss,promote the development of green agriculture.
