Research On The Pricing Of Rural Centralized Water Supply In Yunnan Province

Rural centralized water supply project is a basic project to ensure the basic life of the people.Since 2005,tens of thousands of water supply projects have been built in the province,and the implementation of the project has effectively increased the people's sense of gain.However,the project can play its maximum role only after long-term benign operation.As a quasi public welfare water conservancy project,only by deeply carrying out water price reform,formulating reasonable water price,carrying out market-oriented operation through water supply service companies,effectively reducing operation cost and improving service quality,can the centralized water supply project achieve "two hands" and jointly ensure the benign operation of the project.The core of water price reform is to fix the water price.How to formulate a reasonable water price,which can not only make the water supply service company operate stably,but also increase the financial and public burden,is a difficult problem.From the aspect of how to formulate the water price,this paper deeply analyzes the problems existing in the water price pricing of rural centralized water supply project in Yunnan Province,such as the non-uniform pricing method,the failure to take into account the water supply cost and the carrying capacity of water users,and the actual water fee income can not ensure the benign operation of the project.By studying the pricing situation of relevant water supply projects at home and abroad,combined with the reality of water supply projects in Yunnan,and according to the requirements of relevant national laws,regulations and specifications,focusing on the compensation cost water price of water supply projects and the carrying capacity of water charges of water users,this paper establishes a model on how to formulate the water price of centralized water supply projects,and takes HP township water supply projects as an example.By setting the pricing model,it provides ideas and paths for the pricing of rural centralized water supply projects in Yunnan Province,and plays a positive role in promoting the long-term benefits of the project.By combing and summarizing the current situation and pricing methods of centralized water supply pricing in Yunnan,this paper puts forward the problems existing in the current pricing,analyzes the causes of the problems,and finally obtains a way to solve the current problems through the pricing model.In the process of research,this paper adopts the methods of literature research,quantitative analysis and case analysis.Through the research,the main conclusion is the pricing model of rural centralized water supply in Yunnan Province,which is applied with a case.
