Henan province is located in the north China plain,which is belong to the central and eastern part of China,and it is a province with relatively poor water resources.Henan province is also an important food industry base in China.The continuous and stable increase of food production is restricted by the shortage and low utilization efficiency of water resources in henan province.In zhongmou county of henan province,agricultural production is regarded as the primary industry.In order to solve the problem of water shortage and water waste,a pilot reform of water price has been carried out in zhongmou county.At present,the price of agricultural irrigation water is still low,and the phenomenon of water waste is still widespread.Therefore,based on the original local agricultural water price,it is of great significance to solve the problem of rational utilization of local water resources which is established by a more reasonable agricultural irrigation water price.In view of the above problems,this paper conducted a research on the reasonable water price of agricultural irrigation water in zhongmou county through the actual investigation of zhongmou county and consulting relevant literature.The main research contents and results are as follows:1)According to the local actual situation,a water price calculation model for the total cost of agricultural irrigation water is developed from the perspective of water supplier.The agricultural water price calculated by using this model can be referenced by the local government departments to set a reasonable agricultural irrigation water price.2)According to the local farmers' own bearing capacity,the price range of agricultural irrigation water is calculated from the perspective of water users,which is in line with the local farmers' psychological expectation.The pricing range of the water price can be combined with the full-cost water price,so as to work out a reasonable agricultural water price that not only meets the psychological expectation of farmers,but also achieves the purpose of water-saving irrigation.3)The water demand of each grain crop during the whole growth cycle is calculated by the water footprint theory,and then the unit price of irrigation water for each local grain crop during the whole growth cycle is calculated by the calculation model of farmers' net income and the green water footprint per unit grain.This unit price is usually higher than the actuallocal irrigation water price.By comparison,it can be seen that the local irrigation water price proposed in this paper is reasonable and feasible,which can help water supply institutions and farmers maintain a balance with each other and achieve sustainable development of water use.
