As an international issue,the South China Sea issue involves not only the Philippines,Vietnam,Malaysia,Brunei and other countries in the South China Sea.Japan,Australia and India,which are headed by the United States,are also involved in varying degrees under the "Asia-Pacific rebalancing" strategy of the United States.The involvement of foreign countries makes the South China Sea issue more complex.In 2016,the Philippines unilaterally submitted the "South China Sea Arbitration" and the United States continued to strengthen its military presence,which pushed the dispute to a white-hot stage.How to properly and effectively deal with the South China Sea issue is an important part of China’s future national strategy.As the two sides in the issue,the countries in and outside the South China Sea is the two main entry points for the Chinese government to deal with.Before the Obama administration,the United States has not chosen any side of this issue.Only keep close attention to Eurasian Continent of the Eurasian Continent Rimland;However,with the rise of Chine,The Eurasian Continental Balance Diplomatic System of Brzezinski is gradually unbalanced in the Asia-Pacific Region.the United States changed their strategy,escaped from the Iraq war,focused more resources and attention on the Asia-Pacific region,and form the " wild goose mode" with Japan,India and Australia to implement containment to China under the "Asia-Pacific rebalancing" strategy.The abundant natural resources and the value of its own waterways in the South China Sea also mode the countries in this area encroach on China’s sovereignty unceasingly.The countries in and outside the South China Sea have gradually converged and connected.Concerned about China’s rise,both sides want to complicate the South China Sea issue and balance China’s regional influence with this issue.In 2016,the Duttelt administration of the Philippines brought about a rapid turn in the relations with China,which had once fallen to the bottom.The Philippines is no longer follow the United States’ lead and has repaired its relations with China.This great change deeply reflects the difference of the South China Sea policy between the two sides,and the core of this difference lies in their different national interests.As the basis of national strategy,the national interests are reflected in the different strategies not only between the two sides,but also among the different countries outside the South China Sea,such as the United States,Japan,India and Australia.These common differences also provide a new way of thinking for China’s strategic consideration of the South China Sea in the future.It is more conducive to a peaceful and proper solution of this issue by treating the United States as a separate individual.This thesis aims to sort out and analyze the relations,especially the differences,of the strategies between the countries in and outside the South China Sea,explore their impact on China,clarify the situation in the South China Sea,and provide some thoughts and suggestions for China’s future decision-making in the South China Sea issue.
