Analysis On The Predicament And Countermeasures Of Local Government's Public Cultural Service Supply

The cultural needs of the people in our country have changed greatly under the increasingly improved living conditions.To meet the increasing and complex cultural needs of the people and improve the supply capacity and level have become the subject that the local government must attach great importance to.Based on the theoretical insights provided by the theory of public goods,the theory of new public service and the theory of hierarchy of needs,this paper constructs an analytical framework,and then expounds the necessity and urgency of optimizing the supply work of local governments.This research has carried on the thorough analysis to the current local government in the supply work the achievement that obtains as well as the existence insufficiency.At present,the main problems of local government supply are the low degree of socialization of supply,the need to improve the supply efficiency,the imbalance of supply and demand structure,the lack of adaptability of supply form and so on.In view of these problems,this study believes that the causes are as follows: the one-core and multi-component supply main body mode has not yet been formed,the operation mechanism of cultural service supply is not perfect,the realization mechanism of people's needs is not perfect,the matching of relevant policies and measures of local governments is not in place,and the construction of "Internet + public cultural services" is lagging behind.In view of the shortage of local government in cultural supply,this paper also puts forward the corresponding countermeasures and suggestions.Local governments should strengthen the understanding of the importance of cultural supply work,improve the multi-core participation mechanism of cultural supply,actively improve the operation mechanism of cultural supply,strengthen the communication ability of cultural service demand,establish and perfect a complete policy and regulation guarantee system,and actively promote the construction of "Internet + public cultural services".In short,local governments should effectively connect people's complex and diverse cultural needs,improve the ability and level of cultural supply,so as to enhance people's satisfaction and recognition of local governments.
