Research On Public Cultural Service Provision In Zhengzhou

Since the 18 th National Party Congress,the national level has put forward the strategic goal of building a strong socialist country with culture,and actively explored and established a complete public cultural service system to meet the public cultural needs of the masses.In 2016,the State promulgated the "Law of the People's Republic of China on the Protection of Public Cultural Services," which not only made up for the shortcomings of cultural legislation,but also provided a legal basis for local governments to strengthen the supply of public cultural services,and promoted standards and equal access to cities.Rural people provide legal support for the provision of public cultural services.Strengthen the provision of public cultural services at the grassroots level,gradually improve the modern public cultural service system,protect the basic cultural rights and interests of the people,and guide us to step up research on local public cultural service provision based on regional features,advanced theoretical and practical experience.In recent years,Zhengzhou City has established a foothold in the establishment of the National Public Cultural Service System Demonstration Zone.It has achieved certain achievements in the construction of public cultural service facilities,public cultural products and cultural activities,and has provided public cultural services by investigating the public cultural needs of the public.A certain amount of innovation and exploration was carried out to initially meet the public cultural needs of the people.The promulgation of the "Protection Law" and the establishment of the status of the national central city in Zhengzhou have put forward new requirements for Zhengzhou's public cultural service provision work and have also raised new challenges.This paper takes the public cultural service supply in the main city and county(city)area of Zhengzhou as the research object.Through the literature research method and the investigation method,this paper takes the public product theory and the new public service theory as the research tool,and carries out the main body,the hard parts construction and the software product status of the public cultural service supply in Zhengzhou.From three aspects of facilities construction,product supply and supply form,this paper analyzes the four outstanding problems in Zhengzhou,which are single supply main body,unreasonable and unstandardized facilities planning and construction,insufficient supply of public cultural products,and single supply form.Through in-depth analysis,this paper explores the reasons for the unclear location of the city's culture,the dislocations of supply and demand,the disintegration of the construction management,the lack of the total amount of talent,the irrational structure and the unsound mechanism of the guarantee.By drawing on the advanced experience in the supply of public cultural services both at home and abroad,the supply of the main body,the forging of the products and the innovation supply are strengthened.Ways to solve problems are put forward from various angles,such as form,guarantee of supply and demand,perfect security mechanism,etc.
