Under the background of the new normal economy,the development scale and development degree of cultural and creative industry clusters have become an important symbol to measure the comprehensive competitiveness of a country or a city.In 2018,Chengdu Municipal Party Committee and Municipal Government issued the Action Plan for the Construction of the Western Cultural and Creative Center(2017-2022),which promoted the development of cultural and creative industry into the first national square in accordance with the overall requirements of "comprehensive launch in one year,leapfrog development in three years and basic completion in five years".In this pattern,Qing Yang District of Chengdu has also established its position as a cultural and creative capital and the gateway of cultural and creative center in the west.The "Ming Hall" located in Qing Yang District has become a model for the development of cultural and creative industry in Chengdu.In view of the current situation of China's cultural and creative industry clusters,there are still too few samples of cultural and creative industries with distinct personalities and lasting development power.However,"Ming Tang",with its unique development track and dynamic development trend,has been enough to be among these few samples.This article from the "hall" the function of the plate,effective management mechanism,construction and other aspects were analyzed,and the experience from the old city renewal "hall",sustainable development,moderate gathered,production into the community,such as Angle of view are summarized and refined,so as to the current construction of urban cultural creative industry clusters and nurture play a certain reference significance.
