Research On The "endogenous Dominance" Model In The Supply Of Public Cultural Services In Rural Communities

Cultural confidence is a more fundamental,profound and lasting strength in the development of a country.With the leapfrog development of social economy,the concrete manifestation of cultural confidence is the increasing spiritual and cultural needs of the masses and the increasing quality requirements of cultural services.As the basic unit of rural social governance,the development of cultural undertakings in rural communities has been paid more and more attention by the central government.The construction of public cultural service system is the key to improve the quality of life and civilization of villagers in rural communities,so it is necessary to continuously strengthen the effective supply of public cultural products and services.The target of the public cultural service system is to protect people's basic cultural rights and interests.So it shows that in practice,the supply of public cultural service should be centered on the masses and the realization of the masses' cultural rights is the primary goal.Under the background of comprehensive social transformation and profound adjustment of interest pattern,effectively absorbing villagers to participate in the supply of rural community public cultural services has become an important way to improve the total quantity and quality of rural public cultural services,and has also become an important content of the construction of the current rural public cultural service system.In order to explore the innovative practice of public cultural service supply in rural communities,the author takes Q Village,Yi 'an District,Tongling City as a case study.By analyzing the ways and methods for villagers in Q village to participate in the supply of public cultural services in rural communities,which provides a basis for refining the supply mode of public cultural services in rural communities.This paper is based on theory of citizen participation and public goods to analyze the villagers in the rural community public cultural service supply main body dynamic behavior from two aspects of the villagers to participate in the rural community public cultural service administrative system supply and rural community internal endogenous supply.In this foundation,it is refined rural community public cultural service supply dominant "endogenous" model.In this mode,the so-called "endogenous" mainly means that villagers should be taken as the main body,and villagers should be encouraged to make decisions and supply activities of community public cultural services spontaneously,and carry out self-management and self-restraint.The so-called "leading" means that the supply of public cultural services must first be designed and organized based on the actual needs of villagers.This paper argues that in order to implement the "endogenous dominance" model in the supply of public cultural services in rural communities.We must firstly create the necessary prerequisites and foundations: To construct community identity and make villagers return to the role of the main body of the community;to do well in participating public cultural service supply and to ensure that government plays a proper role.Secondly,a series of guarantees should be provided as follows: forming a pattern of cooperation and interaction between the government and the people;Guide and encourage villagers to express themselves effectively;Optimize the system to ensure the participation of villagers;Cultivate and enhance the awareness and ability of villagers to participate.
