Research On The Participation Of Ruralresidents In Public Cultural Services In Chongqing

With the historic victory of poverty alleviation,the rural revitalization strategy has fully continued rural development and construction.Promoting the revitalization of rural culture which based on the improvement of public cultural service system is an important guiding content of the rural cultural construction in the rural revitalization strategy."Cultural prosperity is the prosperity of the country".Since the Fifth Plenary Session of the 16 th Central Committee of the Communist Party of China put forward the goal of "building a public cultural service system",China’s cultural construction has achieved good results.Entering the new era,the main contradictions of society have been transformed,the cultural life needs of the people are increasing,and the development of public cultural services is also facing many new problems.In rural areas,the project of "send culture to the countryside" ignores farmers’ cultural wishes,"passive participation" causes a disconnect between supply and demand,and the sense of cultural acquisition and participation are low.The phenomenon that rural public cultural services cannot meet the cultural needs of rural residents has emerged.In recent years,Chongqing has issued a series of policies to optimize the construction of rural public cultural service facilities and service supply.However,it is limited by the actual geographical conditions such as "big city + large rural area,large mountain + large reservoir area",the construction of rural public cultural services still faces many difficulties.In the policy process of public cultural services,residents’ cultural participation is the internal yardstick to measure the level of public cultural services.Therefore,while rural public cultural services continue to advance on the "supply side" such as product production and facility construction,we must also continue to work hard on the "demand side",building the endogenous power of rural public cultural services through the cultural participation of farmers.Chongqing is vigorously promoting the "integration of cultural and tourism",the "hundred towns and thousand villages" project is also being promoted at the same time.Furthermore,the advancement of the project requires a lot of manpower which provides a good development opportunity for the cultural participation of rural residents undoubtedly.In this way,"integration of cultural and tourism" boosts cultural participation of farmers,leading "human landscape" to "economic prosperity".This will be more conducive to the improvement of farmer’ cultural participation enthusiasm and cultural self-confidence.Overall,guiding rural residents to participate in rural public cultural services has important value and significance for promoting the revitalization of rural culture.This study selects rural residents in Chongqing as the research object,utilizing literature research method,empirical analysis method,combination of qualitative and quantitative analysis methods,summarized and analyzed the theoretical basis,policies and practical effects of residents’ participation in rural public cultural services.Take field visits and survey data as empirical data,combined with the core elements of participation,analyze and summarize the problems of rural residents in participating in public cultural services,and analyze the reasons.Finally,comprehensive theory and policy combing,empirical research and analysis,and local practice put forward targeted countermeasures and suggestions.Research has shown that public cultural services for residents’ participation has a rich theoretical foundation,and the relevant policy content and practical measures have achieved remarkable results,but the policy content is relatively weak.Due to the deficiencies of "propaganda and guidance,supervision and feedback mechanism,incentive and guarantee system,and human resources",the problem of farmers participating in public cultural services is expressed as "passive participation,lack of participation subjectivity;cooperative participation,relatively solid participation channels;profit-seeking inclination,the motivation of participation is not lasting;the content format is simple,the degree of participation is relatively low;the publicity is not strong enough,the opportunity loss is large." In this regard,this study puts forward optimization suggestions from the six aspects of "policy system,publicity and education,information disclosure,organization construction,supervision and incentives,and talent cultivation" to provide practical references for guiding rural residents to further participate in public cultural services.
