| In the new era,with the change of the main social contradictions,people have higher spiritual requirements,and the importance of public culture construction is more prominent.At the same time,with the vigorous development of socialist democratic politics and the continuous enhancement of citizen awareness,citizen participation in governance has become a basic consensus,and has achieved fruitful results in the field of social governance,and has become an important part of modern governance system.Therefore,it is of great theoretical and practical significance to study the public participation in specific fields.In order to make the research intuitively persuasive,this paper takes the public participation of local governments in purchasing public cultural services as the specific research object,and takes Xi’an city as an example,using the new public management theory,democratic consultation theory and theory of planned behavior.The theoretical analysis framework is constructed from four aspects: the causes of public participation,the behaviors of public participation,the results of public participation and the mutual relations among the three and use the methods of questionnaire,structural interview and statistical analysis to analyze the current situation and problems of local government’s public participation in purchasing public cultural services.Based on the relevant research of scholars in this field,this paper divides the motivation of public participation into individual factors such as knowledge literacy and political effectiveness and institutional environment,information communication and institutional factors of organizational support.Divides public participation into decision-making stage,service supply stage and evaluation stage,divides public satisfaction into service organization satisfaction and public cultural service satisfaction,and uses linear regression model to analyze the influence of participation motivation on participation behavior and the influence of response and participation behavior on satisfaction.The results of the survey and interviews show that,there are low levels of public literacy and relativelybackward institutional support in the context of participation motivation;in terms of participation behavior,there are some problems such as low overall participation level and different public participation behaviors;In terms of participation results,there is a phenomenon of low overall satisfaction and higher public satisfaction with service agencies than with existing public cultural services.At the same time,the regression results show that public knowledge literacy has a positive effect on public participation,and institutional factors have a positive impact on public participation;public participation in the service stage and evaluation stage has a positive impact on public satisfaction.On this basis,this paper puts forward countermeasures and suggestions from three aspects of participation motivation,participation behavior and participation results,so as to promote the public to actively and efficiently participate in the government’s purchase of public cultural services. |
