On the eve of the outbreak of World War II,Nazi Germany established the policy of striving for American neutrality according to its assessment of the international situation.After the outbreak of World War II,from 1939 to 1941,Nazi Germany adjusted its policy towards the United States twice according to its own realistic interests.From "striving for American neutrality" to "preventing the United States from participating in the war",and then to "encouraging Japan to fight with the United States".The direct goal of Nazi Germany's policy towards the United States has changed from "avoiding the United States from war" to "uniting Japan to fight against the United States".First,the US government gradually abandoned its neutral position,forcing Hitler to constantly adjust his policy towards the United States according to the changes of the situation.Second,the intensification of the contradiction between Japan and the United States.Hitler saw the opportunity to use Japan to contain the United States.Third,the fundamental opposition between Germany and the United States in national interests and international order makes the war between Germany and the United States inevitable.Hitler believed that the decision to go to war against the United States was the only "reasonable" choice.However,Nazi Germany fell into the dilemma of fighting with Britain,America and the Soviet Union at the same time,and contributed to the formation of the world anti fascist alliance,thus accelerating its own defeat.Taking the Nazi German policy towards the United States from 1939 to 1941 as the research goal,using the original archives of Germany,the United States and other countries and drawing lessons from relevant research results at home and abroad,this paper analyzes the decision-making and implementation process of Nazi Germany's policy towards the United States,then clarifies the deep reasons for the change of Nazi Germany's policy towards the United States,and deepens our understanding and understanding of the complex international relations before and after the full outbreak of World War II.In addition to the introduction and conclusion,the main part is divided into four chapters.The first chapter is the gradual establishment of Nazi Germany's policy towards the United States during the war.This part mainly describes the reasons,implementation process and results of Nazi Germany's policy of "striving for American neutrality" before and at the beginning of World War II.The second chapter is the "inside line" tactics of Nazi Germany to prevent the United States from participating in the war-agitating American Isolationism.This chapter mainly investigates the measures,results and influence of Nazi Germany to hinder the U.S.government from participating in the war by agitating isolationism in the United States,which proves that this strategy is a failure.The third chapter is the "outside line" tactics of Nazi Germany to prevent the United States from participating in the war-united with Japan to contain the United States.This part mainly describes how Nazi Germany used Japan to prevent the United States from participating in the war,and discusses the reasons and effects of the failure of this strategy.The fourth chapter is the transformation of Nazi Germany's policy towards the United States.This chapter focuses on the various factors that promoted Hitler to change his policy towards the United States after the failure of Nazi Germany's policy of "preventing the United States from participating in the war",and analyzes the reasons for Hitler's rapid declaration of war against the United States after the Pearl Harbor incident.Finally,the paper makes an in-depth reflection on Nazi Germany's policy towards the United States from 1939 to 1941,and makes a corresponding evaluation on the characteristics and decision-making mechanism of Nazi Germany's policy towards the United States.
