Research On The Question Of Solid Waste Import Regulation In China

Solid waste is a double-edged sword, on the one hand, there is a great demand for resource-oriented material in every industry,yet,the natural resources can no longer withstand the growing economical and social development,which results in the fact that foreign countries provide us with important source in offering solid waste that can be used as material;on the other hand, in the trade of solid waste,illegal imported to avoid regulation, processing and disposal of solid waste especially hazardous waste situation occurs frequently, bringing immense danger to environment.In general, the concept of circular economy as the world’s deepening and development, import available solid waste is an inevitable trend.This paper analyzes the current status of China’s import of solid waste and specific regulatory regime, many of the problems encountered with the import of solid waste regulatory process. In order to improve the import of solid waste regulatory system, the relevant departments in 2011 promulgated "import of solid waste management approach", but the approach to the regulation of solid waste imported two problems- "identification difficult" and "disposal difficult" still did not make specific The regulations and corresponding measures, and these two problems in solid waste is cut in import regulation need to be addressed.Therefore, the second, third, fourth, fifth chapter of this paper launched a detailed analysis of these two studies on disaster issues and offer a few recommendations. "Identification difficult" issues include: the current identification policy is not that reasonable,though, catalog management is not comprehensive enough, illegal possession, false reporting which highlight the phenomenon of mixed and other issues; "disposal difficult" issues include: implementation of solid waste returned difficulties to send back the Solid waste is difficult to deal with other issues. Disaster for both problems. Firstly, it should improve the existing authentication mechanisms, develop scientific and rational identification procedures, and to make uniform regulations to identify the conclusion, identification time, identification of costs; secondly, to improve the existing catalog of imported solid waste and timely updates; thirdly, return to establish safeguards so that illegal imports of solid waste can be successfully returned to the original country;furthermore, to improve the technological level of inspection and quarantine investigated and sound processing capabilities; then, regulators departments should improve the overall governance capacity to form a strong joint mechanism; lastly, to strengthen international cooperation to combat illegal Transboundary movement of solid waste.
