Civil Service System Research

In civil litigation,service is a key to the court's proceeding.Under the background of the implementation of the case registration system,it is not only closely related to the success of the parties' civil litigation activities,but also has a qualitative impact on the judicial credibility.In practice,due to the court's failure to timely serve or fail to serve,the trial work can not be further carried out.From the perspective of "service",this paper combines practice with theory and expounds the basic theory of service system in China,the justice value and efficiency value of civil service through the common problems reflected by individual cases in practice.Through the analysis of the operation status of the service system in legislation and practice in China,it is pointed out that the service effect is difficult to be guaranteed due to the lack of detailed and specific provisions on the service system in China's legislation,the shortage of judicial resources in practice,the instability of the parties' residence and the unscientific service method.In order to solve the problem of "difficult service",we must continue to improve the service system from the perspective of legislation.Under the guidance of legislation,the system is improved from the aspects of service subject,service object and service method,and some measures are put forward in practice,such as establishing information platform through the development of science and technology,improving the allocation of judicial resources,establishing scientific population management system and strengthening the education of law popularization.
