In the long-term practice and exploration of the party and the people,the socialist system with Chinese characteristics has gradually formed,developed,and improved,which has led to China's great achievements that have attracted worldwide attention.The socialist institutional system with Chinese characteristics is a system with significant institutional advantages in many aspects.It is feasible,effective,and efficient,but this institutional system is not perfect.At the same time,looking at the future,the international situation is still complex and changeable,with more instability and uncertainty.The domestic reform,development,and stability tasks are arduous.In the face of severe risk challenges,how to effectively deal with the impact of risk challenges and the international unprecedented century Big change? It is required that we must strengthen our research on the systemic problems of the system.On the basis of combing the evolutionary development process of the socialist institutional system with Chinese characteristics,this article combines the content of the "Decision" of the Fourth Plenary Session of the 19 th Central Committee of the Party,the model of Bill's suitable system,and the complex adaptive system to construct the four-dimensional evolution of the socialist institutional system with Chinese characteristics Model.The plane dimension is composed of seven institutional systems: economy,politics,culture,society,ecology,military,and foreign affairs.It is a static plane set of a four-dimensional evolution model.The vertical dimension mainly refers to the political party system,which runs from the center to the local government.The five levels of city,city,county,and township are vertical axes of movement of the four-dimensional evolution model;the time dimension closely combines the goals,innovations,stability,and adaptability of the institutional system,and outlines the evolutionary picture of the self-improvement and development of the institutional system,showing the institutional system.Strong vitality.According to the four-dimensional evolution model,the four basic characteristics of the institutional system are proposed,and then the understanding of the five systematic problems of the institutional system is deepened.Finally,the system optimization path of the institutional system is explored.This article considers that the three important stages of the evolution and development of the socialist system with Chinese characteristics are in order:the establishment of the basic socialist system,the formation and development of the socialist system with Chinese characteristics,the perfect development of the socialist system with Chinese characteristics,and the socialist system with Chinese characteristics.The four basic system characteristics of the system include: hierarchical characteristics,synergistic characteristics,adaptive characteristics,and open characteristics;the systematic problems of the socialist institutional system with Chinese characteristics involve five aspects: the uncertainty of the system environment,and the system control Coordination issues,coupling of system structure and functions,information validity of system processes,and stability of system evolution and development;the system optimization path of the socialist system with Chinese characteristics covers five aspects: upholding and improving party leadership Institutional system,strengthening the top-level architecture design of the institutional system,strengthening the integrity of the "five-in-one" institutional system,the level of informational and intelligence of the institutional system,and improving the positive feedback mechanism of the institutional system.This article builds a theoretical analysis framework of "evolutionary development process—four-dimensional evolution mode—system characteristics—systemic problems—system optimization path" of the socialist institutional system with Chinese characteristi cs,and explore proposes the four-dimensional evolution model of the institutional syste m,Four system characteristics and five systemic problems make up for the lack of re search on the systematic problems of the institutional system in academic circles and enrich the research content of the socialist institutional system with Chinese characteris tics.
