Research On Basic Public Services For Floating Families In Xi'an

The National "Thirteenth Five-Year Plan for Promoting the Equalization of Basic Public Services" emphasizes that,in the direction of inclusiveness,basic preservation,equalization and sustainability,the national basic public service system should be improved,and service items and basic standards should be improved,and resources investing should be ensured,and the ability of co-construction and sharing should be upgraded.It strives to improve the people's sense of access,fairness,security and happiness,so that all people can enter a comprehensive well-off society.With the development of society and economy,and the change of the situation of China's migrant,the migrant population has become larger and more stable.At the same time,the trend of family migration has gradually formed,and the number and size of the family migration has grown rapidly.Under this premise,the research on migrant population should pay attention to the changes in the distribution of the labor force brought about by the family oriented trend,as well as housing,medical care,pension,the education of children and other public services of migrant groups.In this process,local governments should do more work around the needs of migrant families,especially the needs of basic public services.In other words,local governments should deepen reforms in the structure,content,and methods of basic public services and provide tangible services for the special existence of migrant families.In view of the current deficiencies in Xi'an,Xi'an proposed this issue,investigated its real situation,analyzed the reasons for the problems,and gave countermeasures and suggestions.Further deepening from research to practice has obvious theoretical and practical significance.This article is divided into seven chapters.The first chapter is the introduction,which mainly introduces the background and significance of this research,a summary of related research at home and abroad,and which research methods are used,and the design of research ideas,and finally possible innovations.The second chapter mainly discusses the relevant theories of basic public services for migrant families.First,the core concepts of migrant population,the trend of family oriented of migrants,migrant family,and basic public services are defined,and then related theories of basic public services for migrant families are introduced,include family life cycle theory,new labor economic migration theory,new public service theory and the theory of building a family-oriented public service system.The introduction and analysis of these four theories have laid a good research foundation for the following development.The third chapter mainly shows the demand status of basic public services for migrant families in Chang'an District.Through a detailed analysis of household survey data,the article summarizes the status of basic public service needs of migrant families in Chang'an District.The first part expounds the basic data and related conclusions obtained through the survey from different dimensions,and analyzes the basic situation of migrant families in Chang'an District.The second part shows the needs of migrant families for basic public services from 7 aspects,including the fact that migrant families cannot obtain equal access to education resources for their children 's compulsory education,insufficient employment security,employment training is not practical,and basic medical care needs to be further development,and housing security needs to expand coverage,and there is low participation in public cultural and sports activities of migrant families,and this group's elderly care services has potential needs.The forth chapter introduces the basic public services provided for migrant families in Chang'an District and makes an evaluation.The first is the policy and practice of the Chang'an District Government in providing basic public services.The second is the survey of migrant families summarized the satisfaction of migrant families with the existing service supply.And the last is the expectations of migrant families to improve basic public services in Chang'an.The fifth chapter puts forward the problems and reasons of the basic public services of migrant families in Chang'an District.The main problems are:the insufficient quality of basic public services provided by the government;the slow implementation of the residence permit system;the difficulty in implementing basic guarantees;the policy targeted at migrant population,rather than family-oriented policy guidance.The main reasons are:insufficient attention by the government;insufficient financial security;and failure to strip the basic public service policy attached to the household registration system.Chapter VI puts forward targeted policy suggestions and opinions on the problems and reasons.It mainly includes:updating the concept of government;establishing a "service-oriented government" concept,and providing targeted basic public services in accordance with the needs of migrant families;Increasing the government's level of supplying of basic public services to migrant families through various means;Based on deepening the reform of the household registration system,implementation of the residence permit system,establishing a sound implementation mechanism for equalization of basic public services and other means,government can promotes equalization of basic public services for migrant families.Chapter VII is the conclusion.It is suggested that the government must improve the supply of basic public services,and guarantee the rights of migrant families to enjoy basic public services,and achieve equalization of basic public services for migrant families,so that they can stay and stay in the city stable.Eventually achieve China's urbanization goals.In this way,government achieves equalization of basic public services for migrant families.And at the end,the shortcomings of this article are summarized.Such as limited to the research conditions and quantity of the survey
