Since reform and opening-up, China's economic performance has achieved significant growth, and people's living standards are greatly improved. But at the same time, it has also led to the widening gap between the rich and the poor, social stratification and other problems, and epitomized serious non-equalization of public services. Equalization of basic public services is an essential part of building a harmonious society. In recent years, our country has made a lot of efforts in the equalization of basic public services, but the objectives of the equalization of basic public services are far from being achieved subject to the plague of the established system. In the background of social transformation and the information age, how to achieve the equalization of basic public services becomes the focus of attention in the theory and practice of public administration. With the extensive use of modern communication technologies, e-government is considered as a strong technical support for reinventing government. To establish a complete system of e-government is an effective means to achieve the equalization of basic public services.Through the analysis of the practical and focal problems of public administration, this paper proposes great efforts to construct e-government system based on the perfection of equalization of basic public services, and improve the level of equalization of basic public services with the help of modern information technology. This paper consists of eight parts. The first part is an introduction, which focuses on the realistic background and research significance of the subject, equalization of basic public services and it tries to sort out the research questions through the literature review. From the perspective of public administration and basing on the new public administration theory and the new public service theory, the second part analyzes the theoretical basis of equalization of basic public services and extracts the basic experience for reference by analyzing the use of e-government in the basic public service in the United States and Sweden. The third section discusses the basic public services being in social transformation and analyzes the general issue of equalization of basic public services in analyzing the type of basic public services. The fourth part attempts to explore the evaluation system of equalization of basic public services and initial constructs the performance evaluation system of the equalization of basic public services combining with the actual situation in Guangdong Province, makes performance evaluation satisfaction measurement of the equalization of basic public services, and also discusses the significance of e-government and information technology for government performance evaluation. The fifth part studies the e-government implementation of the equalization of basic public services, and discusses three issues in depth:the relations between equalization of basic public services and e-government, the necessity and feasibility of e-government implementation of the equalization of basic public services. The sixth part discusses the status, the existing problems and their causes of Wuzhou Wanxiu's e-government in the equalization of basic public service by using interviews, questionnaires, etc. The seventh part deeply analyzes of the problems and the causes in the equalization of basic public services and e-government construction in Wanxiu area. The eighth part presents the path of e-government applications in equalization of basic public services of Wuzhou Wanxiu:improve the programs of equalization of basic public services of Wuzhou Wanxiu and increase e-government to improve the electronic Chief technical support of equalization of basic public services in Wuzhou Wanxiu area. The last part makes a summary, discusses the inadequate of this study and explores the follow-up studies.There are two innovative points in this paper. Firstly, the combination of equalization of basic public services and e-government, which makes up for the deficiency of the existing references, and at the same time provides new references for follow-up studies. Secondly, this paper tries to propose an optional solution to the problem of the case study through the analysis of the cases.
