Research On The Impact Of The Basic Public Services To The Settlement Intention Of New Generation Of Migrant Workers

With the development of the new type of people-centered urbanization process,the new generation of migrant workers become the core members of the migrant workers group,and their intention about the urban settled will be the key to the citizenization of migrant workers.In "13th Five-Year" period,it's important to accomplish the task of the citizenization of migrant workers.On the one hand,the new generation of migrant workers with greater intention about urbanization are the important promoters for new urbanization,on the other hand,improving the basic public service is also the key link in the implementation of the citizenization of migrant workers.However,there are many problems and constraints on the willingness of the new generation of migrant workers to settle in cities.Therefore,guiding the new generation of migrant workers to settle in the cities,and then completing their citizen transition both become the key project of government governance for the new urbanization development plan in our country.The article is divided into five parts.The introduction includes research background,literature review,research contents and methods,innovations and shortcomings,and emphatically points out the emphasis about this paper.The first chapter is the definition of relevant concepts and the theoretical basis,focusing on three core concepts and theoretical basis,such as the new generation of migrant workers,intention of urban settlement,basic public services,and explaining the mechanism about the basic public service motivating their intention.The second chapter analyzes the status quo about the basic public services affecting the settlement intention of new-generation of migrant workers,describing the policies development around their and their urban settlement status.Then,from a multi-angle,this paper explores the main problems of basic public services,and analyze the reasons about affecting their urban settlement intention.The third chapter is the empirical study on basic public services affecting the settlement intention of new-generation of migrant workers.Based on the "National Surveying and Mapping Survey of Floating Population" in 2015 and the basic level of public service in prefecture-level cities,the paper establishes a two-level generalized hierarchical linear model,examines the influence factors and degree about people's individual characteristics and urban public service level,then analyzes the differences between different urban levels and employment units.The fourth chapter is conclusions and policy recommendations.This paper has three main conclusions.First,the urban settlement intention of the new generation of migrant workers is affected by individual characteristics and urban public services.Second,all basic public services have a significant positive effect on the urban settlement of the new generation of migrant workers,such as compulsory education,health care,housing security,social security and employment services.At the same time,the local policies can improve the migrant workers' welfare,then improve their settlement intention.Third,in general,the new generation of migrant workers who have a higher intention of urban settlement are higher cultural qualifications,higher wage levels,higher occupational status in their personal and professional development,and higher overall expenditures,own children on family situations,and moving for a longer period of time,having social services and medical insurance in social life.Among them,the desire of married women is stronger.Third,in general,the new generation of migrant workers who have a higher intention of urban settlement are higher cultural qualifications,higher wage levels,higher occupational status in their personal and professional development,and higher overall expenditures,own children on family situations,and moving for a longer period of time,having social services and medical insurance in social life.The innovation about this article is to enrich the research contents of migrant workers'citizenship and population migration,not stopping at the appearance of migrant workers.Focusing on the supply of basic public services in cities,this paper analyzes the influencing factors of urban settlement intention and migration decision-making in agricultural transfer population.It provides a reference for the government to further develop the policy system of promoting citizenization in the future.In particular,with the development of new-type urbanization,it also fills in the content of urban security under the current situation of population flow.Therefore,this paper argues that we should strengthen the implementation of the equal supply of basic public services,pay attention to the financial allocation of basic public services,and ensure that the basic public service provision system for migrants is implemented.Finally,we will realize the equalization of urban and rural basic public services and the maximization of social welfare.
