industrial development or factors of agglomeration industry have been formed,resulting in"empty city".Jinan is the first city in modern China to open a port and do business on its own initiative.It has a long history of urban civilization.Since the reform and opening up,Jinan,as the capital of Shandong Province and the birthplace of Shandong merchants,has started the process of industrialization,and a large number of personnel-intensive enterprises such as Jigang Group,Machine Tool Plant Group ?,Jinan Refinery have flourished.With the influx of large numbers of personnel and the rapid collection of resources,the development of the page is becoming faster and faster.However,with the rapid advancement of industrialization and urbanization,the main economic indicators of Jinan,the provincial capital,have entered the forefront of the province in an all-round way.The urbanization rate has exceeded 70%.The people's living standards have improved year by year,the the current development situation of Jinan is concerned,due to the long-term and narrow development of the provincial capital cities,the economic development of the eastern part is quite different from that of the western part.The western part is facing the problem of urban proletariat,and the matching degree between the urban development and industrial development of the Eastern part is not enough.The integration and development of industry and city,with emphasis on the industrial growth and upgrading as the driving force,the city with perfect service function as the carrier,and the human development as the ultimate goal,requires industry and city to achieve functional integration,spatial integration and value integration,to achieve production-promoting city,to boost production in the city,the integration of producers in the city,so as the capital of Jinan,the organic integration of industry and city.Combination is of great significance.This paper studies the background and significance of Jinan's production-city integration,reviews a large number of related research theories,carefully analyses the characteristics of the production-city integration of classical cities at home and abroad,and proceeds from the actual situation of Jinan,measures the weights of 41 indicators in five aspects by using the entropy method,and calculates the development index and integration of production-city,human,ecology and innovation in five aspects.From the perspective of interaction level and development level,the development index synthetically measures the coupling coordination degree covering five aspects,and measures the coordinated development level of Jinan's industrial-urban integration.In-depth excavation of Jinan City integration problems and reasons,summed up the various regions in adherence to planning guidance,optimize industrial layout,focus on functional upgrading,innovation of policy mechanisms for reference to Jinan.With the continuous transformation and upgrading of Jinan's industry and the continuous expansion of urban space,there are still some problems to be faced in order to realize the integration of production and urban development,such as the disjunction between urban planning and industrial planning,the imperfection of urban functions,the absence of industrial positioning and urban functions,and the unreasonable traffic structure.Jinan should build a modern provincial capital city integrating production,life and ecology.Therefore,we must take the road of integration and development of "promoting city by production and promoting
