Investigation And Research On Government Supervision Of PPP Industry-City Integration Project In Chengdu High-tech Zone

Relevant economic theories point out that industrial development and urban development are inseparable and must go hand in hand and merge with each other.Stage at present,our country economy in rapid transformation,from the concept of city fusion is proposed,the interaction of city and industry in general,is simply refers to the integration of "production city",it requires that the industry and city on the function of space and mutual cooperation,promote urban development,urban power industry flourish,eventually achieve "people-oriented" society.Through "much starker choices-and graver consequences-in" begins with the concept of new urbanization further to promote industrial development and urban development to speed up the pace of integration,but the shortage of funds in the process of integration,the construction is slow,weak government regulation problem increasingly prominent,such as the government to alleviate the domestic production city integration project financing difficult predicament,actively encourage the PPP mode.From the point of the present running situation,our experience is lacking in this aspect,the government as the important regulators also exposed some problems to be solved,for example,offside and absence of government supervision function,government regulation of the structure of the chaos,lack of regulatory body,imperfect laws and institutions,etc.,therefore,to strengthen the government of the PPP mode of city integration project supervision become the government urgently needs to improve perfect functions is an urgent need to realize the transformation of the economic and social development needs and requirements.This paper studies and analyzes the supervision status and existing problems of PPP mode production-city integration projects in Chengdu high-tech Industrial Development Zone.The research methods used mainly include literature research,questionnaire survey,interview survey,quantitative combined with qualitative analysis,etc.The main research ideas of this paper are as follows: First,starting from the five stages of PPP production-city integration project,the quantitative fuzzy comprehensive evaluation of government supervision of chengdu's PPP production-city integration project is completed.Secondly,according to the results of quantitative fuzzy comprehensive evaluation,problems existing in government supervision of PPP integration projects are found and analyzed from five aspects,namely supervision system,supervision institution,supervision subject,supervision method and supervision evaluation.The main problems found by the investigation include: 1)Imperfect supervision system,poor rationality and insufficient implementation;2)The supervision institution is not independent enough,and its operation is not smooth enough,and its internal management is chaotic and professional enough;3)Incomplete regulatory bodies,unobstructed regulatory channels,unclear positioning of government functions and lack of self-regulation;4)The mode of supervision is relatively extensive and single,with mandatory administrative orders as the main mode.Other modes of supervision,such as performance supervision and public supervision,are not fully implemented,lack differentiated supervision means,and the efficiency of supervision needs to be further improved;5)The subject of supervision evaluation is not sound,the evaluation content is not reasonable enough,there is no effective evaluation system,and the response degree to the evaluation results is not high.Finally,based on the management experience of advanced countries,this paper puts forward some Suggestions about the government supervision of the PPP production-city integration project in Chengdu High-tech Zone.The Suggestions mainly include: 1)To improve the regulatory system and strengthen supporting implementation;2)Optimize the regulatory structure and improve the regulatory efficiency;3)Improve the supervision subjects and clarify the supervision responsibilities;4)Expand the way of supervision and realize multi-dimensional supervision;5)Establish evaluation system and strengthen evaluation response.
