Research On The Operation Effect Of The "social Worker + Volunteer" Linkage Mode From The Perspective Of Organizational Collaboration

Guangzhou is China's reform and opening up of the first city,in social work and volunteer service development has been in the forefront of the country,play a pioneering role model.Entering the new era,facing the increasingly serious social problems,innovation of grass-roots social governance has become an important issue for the development of public services by the Party and the government.In 2013,the Guangdong Provincial Civil Affairs Department took the lead in the introduction of the "On the implementation of the work of promoting social workers and volunteers",emphasizing that the "social workers lead volunteers,volunteers to assist social workers" joint service model,will become a new way for the coordinated development of social work organizations and volunteer service organizations in Guangzhou,for other provinces and cities to provide new ideas for social workers and volunteer service work.Therefore,it is of dual theoretical and practical significance to study the operation effect of the linkage mode of "social workers and volunteers" in Guangzhou.Based on the above policy text,under the guidance of the theory of organizational coordination,this paper makes an in-depth and detailed investigation based on the four main factors of organizational structure and its linkage,inter-organizational platform resource sharing,inter-organizational communication channel connection,and inter-organizational team linkage.Social work organizations and voluntary organizations have achieved good results in coordinated social services: a coordinated organizational structure,rich and diverse communication channels,convenient and effective communication channels,the development and growth of the professional team of social workers and volunteers,the "social workers and volunteers" linkage mode runs smoothly and smoothly,effectively promoting the development of the grass-roots social governance system in Guangzhou.However,there are practical problems such as the organizational structure system to be further improved,the insufficient utilization of organizational platform resources,the lack of smooth communication channels between organizations and in and out of the organization and the weak stability of the team of personnel between organizations.In view of these problems,this paper puts forward some suggestions to further improve the construction of the organizational structure system,improve the utilization rate of resource sharing on theplatform,open the communication channels inside and outside,and establish a stable team of social workers and volunteers.
