The Study On Problems And Countermeasures Of The Mode Of Three Social Organizations Linkage In Jining District Of Ulanqab

The report to the 19th national congress of the communist party of China(CPC).called for building a pattern of social governance featuring joint efforts,common governance and Shared benefits,strengthening the system of community governance,shifting the focus of social governance down to the community level,giving play to the role of social organizations,and realizing the positive interaction between government governance,social regulation and residents' autonomy.With the continuous development of economy and society,the transformation of government functions and the increasing diversification of social needs,it is difficult for the government to cover all aspects of social management."Three societies linkage" model arises at the historic moment,which has become one of the core issues of community governance innovation in recent years.Jining district of Ulanqab city social linkage work is still in its infancy,this paper uses literature research,interview method,field survey method,in-depth analysis the reason of the difficulties of Jining's three societies linkage work,draw on the experience of advanced regions,to put forward to the countermeasures and suggestions for the mode of"three social linkage" in Jining district.Which is to improve the government to the top of the "three social linkage" pattern design,broaden the community resources,reduce administrative,promote community service project,to strengthen the construction of social workers team,to enhance the level of social work specialty,speeding up social organization transformation and incubation.We should attach importance to involve social organizations in community governance projects.Only with the active participation of various forces of the community can form a new pattern of cut-through community governance.It is expected to provide intellectual support for this work in the underdeveloped western cities by studying the "linkage of the three societies" in Jining district.
