| Released persons after serving their sentences are a special social group.Because they violate the law,they are put into prison by the state organs and reformed by imprisonment.After various punishments,they are given the right to return to society.From the national perspective,the problem of recidivism of released prisoners is a difficult problem that the whole society needs to pay attention to and solve.In the prevention of recidivism of released prisoners,many advanced areas in China have taken a solid step forward,such as the establishment of a crime prevention system in Shanghai,the establishment of community correction homes in Beijing and other places.However,the model implemented in these advanced areas may be incompatible with water and soil in Jiyang County,mainly due to the large gap between the local economic and social development and the advanced areas.Faced with this situation,the analysis of Jiyang County in terms of recidivism prevention of released prisoners,cooperative governance problems,in fact,is to analyze the current county economic and social conditions,how to explore the establishment of a crime prevention system in line with the county level,so that the crime prevention system more grounded,to achieve twice the result with half the effort.This paper is divided into seven parts.On the basis of the analysis of the current research situation at home and abroad,this paper defines the concept of cooperative governance in recidivism,takes cooperative governance theory and seamless government theory as theoretical support,and analyses the current situation of cooperative governance in preventing recidivism of released prisoners in Jiyang County,and through the current situation of recidivism in Jiyang County.In this paper,the necessity of cooperative governance is put forward,and the current situation of cooperative governance is analyzed to determine that the judicial bureau is the main body of cooperative governance,and preliminary cooperation between government departments and between government and non-governmental organizations has also begun.However,on the whole,there are some problems,such as the government’s dominant position is not prominent,department cooperation is weak,non-governmental organizations are less utilized and public participation is low,which also become the shackles restricting the integration of released prisoners into society in Jiyang County.The main reasons for these problems are the imperfect construction of the relevant government system,the weak concept of the whole government among different departments,the constraints on the development of non-governmental organizations and the misunderstandings of the public.Through the analysis of domestic and foreign experience and Enlightenment on Cooperative Governance of recidivism prevention ofreleased prisoners,the foreign experience mainly includes the protection system of released prisoners,the open treatment system of prisons,the establishment of halfway training institutes,the mechanism of "Criminals Return Plan" in the United States,the German "Resocialization Foundation" and so on.The domestic experience mainly includes the Shanghai crime prevention system.The establishment of "Dawn House" and "Community Correction Center" in Haikou,combined with the cooperative management of recidivism prevention of released prisoners in Jiyang County,draws three enlightenments: the urgent need to strengthen the leading position of the government,the urgent need to establish local non-governmental organizations,and the urgent need to improve the socialization of recidivism prevention.In order to do a better job in the cooperative management of recidivism prevention of released prisoners,the author puts forward that Jiyang County should establish a set of development path of "comprehensive guidance of the government,full cooperation of associations,and participation of all the society".On the one hand,the government should take a leading position and strengthen policy guidance,professional guidance and financial support for the prevention of recidivism of released prisoners after serving their sentences.On the other hand,for NGOs,we should correctly recognize the status of autonomous operation,increase the introduction of professionals,and provide relevant policy guarantees for these talents.Third,from the perspective of the public,we can make full use of the public welfare posts recruited by various units,raise the awareness of the public’s active participation,and mobilize the whole society to participate widely.Through the gathering of government,non-governmental organizations and the public,we can effectively reduce the occurrence of recidivism of released prisoners in Jiyang County,and build a peaceful and peaceful social environment for the economic and social development of Jiyang County. |
