Sandu Shui Autonomous County is the only aquatic autonomous county in the country,with a total population of 400,000,of which the proportion of ethnic minorities is as high as 96.7%,the proportion of the Shui population is 67%,and more than 63% of the nation's aquatic populations live together.The territory has a relatively concentrated and complete inheritance and preservation of the rich ethnic traditional culture of the Shui people.The representative ones include the Shushu culture,the festival culture represented by the Shui ethnic festival,the ethnic water craft and costume culture represented by the Shui horsetail embroidery,And the ethnic culture based on the traditional villages of Shui,etc.,can be called the general base and base camp of the traditional Shui culture.However,with the continuous economic and social development of the county in recent years,under the strong impact of modern commercial civilization,the situation of its traditional cultural inheritance and protection has become more and more severe.In many years of local efforts to develop,use,protect and inherit the traditional culture of the Shui people,laws and regulations as the cornerstone of a civilized society,Sandu County has long recognized its power to regulate social order,but the way,intensity and degree of utilization There are many shortcomings,the results are not obvious.This article starts with several representative local traditional cultural forms,and sorts out the crisis and legal protection situation that it faces,in order to point out the face,to further deeply reflect the current status of the legal protection of traditional culture of Shui ethnic group in Sandu County,and summarize the current existence The main shortcomings and legal issues,that has not yet formed a local legal system for the protection of traditional culture,the existing regulatory system is seriously inadequate,the legal protection methods and models are too single,and the existing regulations have very limited protection of traditional culture..On this basis,we have targeted to design and accelerate the establishment of a perfect traditional cultural protection local laws and regulations system,establish legislative protection principles that coordinate overall protection with key protection,strengthen guidance on customary law,and focus on the protection and utilization of the Shui people.The consciousness of traditional culture,a solution to the problem of respecting the development needs of the Shui people,and the formulation of local self-government laws and regulations that have a general effect on the Shui traditional culture,special legislation inimportant areas,and the formulation of the "Shui Traditional Village Protection in Sandu Shui Autonomous County" Regulations and other specific measures.
