The cultivation of overseas high-level talents is the foundation and carrier of advanced culture and science and technology in the world and China.The introduction of overseas high-level talents has helped promote China's response to international competition,made China study and learn more scientific and advanced management work experience,and accelerated the pace of China's scientific and technological innovation;at the same time,it has improved China's high-tech The information industry has enhanced China's international status and overall competitiveness,raised the level of China's professional and technical personnel,and cultivated and built a high-quality,independent and innovative professional and technical team,which is of great strategic significance to China's long-term development.With the acceleration of the process of opening up and internationalization of China's border regions,through the formulation and implementation of a series of key national development strategies for opening to the outside world,such as the National Bridgehead Opening Strategy and the Regional Coordination Community Development Strategy,Chengdu is gradually moving from the end of opening to the outside world cutting edge.Through regional economic cooperation and the improvement and establishment of a series of related cooperation models,Chengdu has achieved comprehensive development and its opening to the outside world is getting better and better.Therefore,Chengdu needs a lot of talents,especially high-level talents,to expand its international perspective,promote technological innovation and further integrate into the global market economy and technological innovation system.Although Chengdu has carried out various plans to absorb high-level overseas talents,the amount of absorption is still insufficient.Chengdu Metropolis wants to achieve the goal of deeply participating in the integrated allocation and utilization of domestic high-level talents,technology and talent resources in emerging industries.It requires continuous innovation and optimization of talent policies to improve Chengdu's technology and innovation capabilities and comprehensive talent competitiveness.This study takes human capital theory,Maslow 's demand theory,two-factor theory and comparative advantage theory as the theoretical basis,and uses various methods such as literature method and questionnaire survey method to introduce high-level overseas talents in Chengdu in recent years.Relevant policy measures and implementation status were surveyed and found that the current high-level overseas talent introduction and implementation process has a lack of targeted policies,obvious short-term policies,insufficient communication channels,insufficient talent incentives,and narrow talent introduction channels.The problems are mainly caused by insufficient understanding of talent demand,insufficient strategic planning for talent introduction,lack of coordination among government departments,and insufficient marketization of talent introduction.According to Chengdu's development strategy and actual talent situation,the basic idea of optimizing the introduction of overseas high-level talent introduction policies is proposed,which mainly includes conforming to the economic and social development plan of the region,focusing on continuity and long-term influence;The specific recommendations of the policy mainly include doing a good job of talent demand research to improve policy relevance,based on social development and constantly improving the original policy,establishing a direct communication mechanism between leading cadres and high-level talents,and innovating a market-oriented introduction mechanism for high-level talents To promote the introduction of overseas high-level talents.
