Looking back on the development of China's reform and opening up,talent has become one of the most important resources and support for local economic and social development.The group with higher knowledge level,stronger innovation ability,greater social contribution and wider influence is playing a leading and leading role,and its role is becoming more and more prominent.Accordingly,from the central government to the local government,governments at all levels have formulated a series of policies for high-level talents,involving the introduction,training,use and so on,spare no effort to attract talents and talents.Dongguan used to be known as "the city of migrant workers",but now Dongguan is a hot spot for talent entrepreneurship development.In the practice of talent introduction policy,Dongguan innovative talent introduction mechanism,expanding talent introduction channels,talent structure has changed,high-level talent gathering is accelerating.However,the effect of talent introduction in Dongguan is still unsatisfactory.This paper combs the policy of high-level talent introduction in Dongguan,evaluates its policy effectiveness,sums up the problems and reasons of the policy,and puts forward some countermeasures and suggestions in order to better play the role of local talent introduction and talent retention in promoting the development of science,technology and economy.Aiming at the policy of high-level talent introduction in Dongguan City,the effectiveness evaluation is carried out from macro-level,macro-level and micro-level.Macroscopic overall performance evaluation includes three indicators: talent scale,talent quality and talent benefit.Micro-individual evaluation includes two secondary indicators,six third-level indicators and 16 fourth-level indicators,which are analyzed from the practical cognition and perception of the target of policy.It is found that there are some problems in the policy of high-level talent introduction in Dongguan City,such as the difficulty of recruitment due to the high threshold of policy,the low matching degree between talent policy and city,the lack of continuity and stability of talent introduction policy,and the need to further strengthen the work of policy publicity and popularization.The main reasons lie in the lack of social professional services,the lack of scientific and rational high-level talent introduction planning,the need to improve the talent discovery and rating system,and the lack of linkage mechanism for high-level talent introduction.Based on the above conclusions,this paper puts forward some countermeasures to improve the policy of high-level talent introduction in Dongguan from the aspects of establishing a socialized service system,perfecting the mechanism of talent discovery and evaluation,perfecting the overall plan of high-level talent introduction and perfecting the linkage mechanism of high-level talent introduction.
