The comparative advantage of government governance in the international trade is playing an increasingly important role.Among them, government transparency is an important reflection of a national government's governance ability, which can have a significant impact on the country's export trade by affecting administrative efficiency,anti-corruption effectiveness, and quality of supervision. Therefore, the issue of anticorruption has gradually become a hot topic in international trade, but there is still controversy in academia about the real impact of government transparency and anticorruption on trade.China's exportation has sustained rapid growth since it became a member of World Trade Organization.,but from the perspective of its share of the world market and export dependence,China is still in an "insufficient export" state. In the future,China still needs to develop export trade so that it can better stimulate China's economic growth.Based on above, this paper focuses on the impact of government transparency on China's export trade.First of all, this paper reviews the relevant literatures, clarifies the meaning, quantification, and possible impact of government transparency on trade, and then analyzes the development of China's export trade and the government transparency in China and the trading partners. Then, from the perspective of influencing transaction costs and production costs, this paper theoretically analyzes the mechanism that government transparency affects export trade. From the perspective of the exporting country, when the government transparency is improved,it can optimize resource allocation and reduce production costs. When the government transparency is reduced, corporate rent-seeking corruption can improve customs efficiency and reduce transaction costs. It may also obtain government-related resources and reduce production costs. From the perspective of the importing country, when the government transparency is reduced, exporting companies need to bear extra transaction costs such as rent-seeking corruption expenses to improve export efficiency, which in turn will lead to a reduction in transaction costs, resulting in uncertainty about the total cost of export trade. Therefore, the impact of government transparency on export trade is also uncertain.Further, this paper explores the impact of government transparency on China's export trade based on 2009-2018 trade panel data between China and the 36 members of the OECD,and compares the influence degree of trading parties on China's export trade. From the micro perspective of the gravity model of trade, this paper derives an extended gravity model that includes the government transparency. Then the GLS method is used for regression to get the empirical test results. The results show that the improvement of the government transparency in both China and trading partners can have a positive impact on China's export trade.Among them, the improvement of the government transparency in China has a greater promotion effect. Finally, based on the research results, this paper finally provides specific policy recommendations for the development of China's export trade, the selection of suitable trading partners, and the cultivation of clean government.
