Research On Grass-roots Government Behavior In The Development Of Pastoral Complexes

The rural complex is a representative of new urbanization and an effective way to solve the urban-rural dual system.As the grassroots government is the direct guide in the construction and development of the rural complex,the relationship between the two is very close,so it is particularly important to study the behavior of the grassroots government.Based on K town as an example,this paper lists the K township government in the concrete behavior of Q rural complex,through a series of interviews,questionnaire analysis,access to information,find out the basic unit government in rural complex behavior in the process of construction and development is not enough,through the theoretical analysis,it is concluded that the causes of deficiency of grass-roots government behavior,and according to the analysis of the causes to explore out the grass-roots government behavior in rural complex optimization path.This article will list the three levels,the government behavior to organize and coordinate,simplify the process,to strengthen the development to guide the planning and fight for the policy support,perfecting the infrastructure,provide public services,respectively from the government operation function,economic function and social public service function three aspects to analyze the basic unit government behavior,these are the basic unit government is representative functions is also the concrete behavior,according to the change of government function theory,new public service theory to analyze problems,find the reason,solve the optimal path.This article through access to rural complex internal data,a wide range of questionnaire investigation,and specific case analysis,found the excessive administrative intervention,behavior a lot and lack of farmer rights and interests safeguard three big problems,according to the theoretical research of the reason,it is concluded that inaccurate positioning function,behavior level is not high and the lack of rights and interests of farmers concerns three aspects reasons,according to a wide range of theory to the practice,analysis and decentralization positioning function,contribute to functional change,innovation,long-term mechanism,strengthen the administrative personnel training,improve the decision-making mechanism,the construction of a service-oriented government,to optimize the inspection mechanism,the innovation countermeasures of several aspects,such as rights and interests safeguard mechanism,Optimize the behavior of the grassroots government.Optimizing the behavior of grassroots governments not only contributes to improving the governance capacity and level of grassroots governments,but also contributes to the healthy and high-speed development of rural complexes,benefiting the surrounding villages,driving the surrounding villages and villagers to get rich,and adding powerful impetus to the building of a moderately prosperous society in all respects.
