Research On Multi-subject Governance Of Pastoral Complex

Throughout China’s rural development process after the reform and opening up,we have experienced many large-scale rural construction practices such as new rural construction,beautiful countryside construction,characteristic town and pastoral complex.We have also accumulated a lot of practical experience in rural construction and governance,and the problems of rural development are getting deeper and deeper.As an exploration mode of China’s new urbanization,the pastoral complex is an innovative development strategy for China’s agricultural,rural areas and farmers issues in the new period,which is of great significance for promoting the integrated development of China’s urban and rural areas,promoting rural urbanization,remolding rural areas,and innovating rural governance methods.Since the concept of pastoral complex was put forward and written into the central document no.1,the state council,the ministry of agriculture,the ministry of finance and other relevant departments have issued a series of relevant policies,encouraging local governments to carry out pastoral complex construction in accordance with local conditions,and listing pastoral complex as an important pilot project of PPP projects.National related departments cooperate promoting government departments and social capital,to introduce PPP model in the field of agriculture to develop modern agriculture,in terms of the development of rural industry,actively guide enterprise market forces to participate in the sightseeing agriculture,culture creativity,rural tourism,leisure experience in building in multiple service forms,such as,in terms of new rural community construction,through the construction of the platform of enterprise,constantly introducing new rural residents,urban and rural population in interaction,foster the subject of the new rural social development.Therefore,in the national policy guidance,social capital to participate in and the country since the comprehensive factors such as raw power under the intervention of the current our country pastoral complex construction gradually the development characteristics of present a multiple subject,different participants play their respective functions and roles in the construction of rural complex,which forms a new main body pattern of modern rural development and changes the original governance structure of rural areas.Taking Jijiadun pastoral complex as the research object,this paper discusses the multiple subjects and governance problems in the development of pastoral complex from the theoretical perspective of multi-center governance.This paper mainly based on case study way,with the aid of Xiangban group in kunshan jinxi town jijiadun pastoral complex case,in the process of case description from the main body structure and function diversity,the main body of pastoral complex benefit distribution mechanism and cooperation mechanism between these three aspects to understand jijiadun pastoral complex of plural development present situation,through the status quo description found jijiadun complex has gradually appearded multi-main-body governance patterns.The study found that the government,enterprises,residents and other different subjects play their subjectivity advantages in the jijiadun pastoral complex and assume their respective functions and roles.However,under the pattern of multi-subject dominance,jijiadun pastoral complex faces new development problems in the actual governance process.From the perspective of policy making,the government is not specific enough in policy making and the direction is not clear enough.The inconsistency of coordination and supervision between different parts also leads to the deviation between policy making and specific implementation.From the perspective of enterprise operation and profit,it is difficult for enterprises to balance sustainable development and profits between resource development and ecological protection.From the perspective of the integration of community residents,due to the entry of new residents with different interests and demands,the weakening of the dominant position of indigenous people,and the differences in the ways of new residents to participate in community activities and integrate into the community,the integration of community residents’ autonomy is slow and their rights and obligations are misplaced.Therefore,in view of the jijiadun complex multi-agent governance dilemma,this paper argues that the multi-center governance theory can bring theoretical and methodological guidance to the multi-subject governance.mainly from the government,enterprises and residents three governance body,put forward the government should be in the governance of "accuracy and precision" policy objectives,provide security environment construction,Build an intermediate platform for enterprises and residents to improve the system and mechanism construction with multi-party participation.In governance,enterprises should act as the engine,with the advantages of their own construction subjects,digest policy dividends,integrate the needs of all parties,build a modern operation and management system,and make a model for the new rural development under the mode of government-enterprise cooperation.When residents participate in community governance,they can actively create a new way of residents integration and participate in community governance with the help of Internet technology and the online and offline modes.
