Research On The Optimization Of Local Government Functions In The Development Of Commercial Banks In Dalian

Commercial banks are major driving forces in local economic growth.As Chinese financial system reform and tax reform continuously deepen,commercial banks,as a financial branch,are given priority to develop by local government.The financial support could be achieved through the interventions for business activities to attain the set target of economic development.Additionally,with the support of local government,the development of commercial banks is at a faster pace.The cooperation between commercial banks and local government contributes to local economic growth and maximizes the public welfare.For a long time,business activities of commercial banks are always under the surveillance of local government.With continuous development of commercial banks,there are more government management functions than before.The surveillance dynamics of local government are increasingly significant.However,blindly expanding the scope and intensity of government regulation seems to have restricted the development of commercial Banks.Therefore,how to optimize the functions of local governments in the development of commercial Banks,while regulating the operation of commercial Banks,can also promote the development of commercial Banks,for local economic development,has become one of the important issues for scholars and relevant institutions to study.As an important coastal open city and old industrial city base in the northeast of China,Dalian city's superior economic environment and rapid economic development provide more resources and opportunities for local commercial Banks.The supervision of the local government also escorts the development of local commercial Banks.However,in the process of supervision,the system,policies and ideas accumulated for a long time lead to the problem of offside and absence in the performance of local government functions,which restricts the further development of commercial banks in Dalian.In this context,it is very necessary to analyze the effect of the functional departments of local government on the development and performance of commercial banks,to find out the existing problems and to put forward optimization measures.This paper mainly uses the methods of literature analysis,theoretical analysis and comparative study,and applies the relevant theoretical basis of government supervision.Firstly,by comparing the operating indexes of commercial Banks in Dalian and Qingdao in recent years,analyzes the development status of commercial banks in Dalian,and expounds the necessity of the government to fulfill the supervision and service functions of commercial Banks.And evaluates the effect of Dalian municipal government on the performance of commercial bank,and finds out the specific problems such as offside and absence of functions and the causes of the problems.Then,by drawing lessons from the management mode and methods of the American and Japanese governments on the local commercial Banks,and comparing the performance of the Wenzhou government on the local commercial Banks in China,the author summarizes the experience and makes use of it.Finally proposed to optimize the Dalian Municipal Government's countermeasures for the development of local commercial banks from the perspective of public service innovatively:while strengthening the function of government supervision by reinventing regulation relationship between government and local commercial banks,the regulatory mechanism,the regulatory functions,at the same time,government departments should fulfill their service function,through providing a healthy business environment,establishing government information service system,set up service performance evaluation system,form the benign interaction between local government and commercial Banks,to urge the government exert more accurate and reasonable service functions,so as to promote regional economic development.
