A Study On The Executive Power Of Local Governments In The Process Of Northeast Revitalization

Since the founding of the People's Republic of China,Northeast China has always been an important heavy industry base and grain producing area in China.Its development quality and speed have a bearing on the success or failure of the process of national industrialization and national modernization.Since the founding of the People's Republic of China,Northeast China,with its rich natural resources,regional conditions,relatively perfect industrial base and rapid social and economic development,has rapidly become a national heavy industry base from Beidahuang in those days.However,with the comprehensive development of market-oriented economy since the reform and opening up,the economic development speed of Northeast China has declined and the transformation and upgrading of industrial structure has been confronted with difficulties due to the gradual depletion of system,mechanism and natural resources.Since 2003,the national implementation of the "revitalization of the northeast" strategy,more than a decade of efforts,the northeast region's economic development has made certain progress,the construction of infrastructure to be more perfect,the big increase in agricultural production,economic development level continues to improve,but at the same time in the gradual improvement of the social economy,there have been new problems,such as relative to the developed coastal provinces in southern development serious lag,a large Qing Zhong Nian population outflow,talent introduction plan rut.Therefore,this paper studies from the northeast revitalization of the northeast area since the implementation present situation and existing problems of local government,want to northeast China in terms of executive ability of local government problems are studied,analysis the reason,this situation and provide countermeasures,local government executive ability through ascension to northeast China to provide acceleration,speed up the process of northeast China.This paper is divided into six chapters:The first chapter,introduction.This paper discusses the research background,significance and content of the article.Chapter two,literature review.According to the research background and content,this paper discusses the relevant progress,research methods,research perspectives and framework of the current research on local government executive power from both domestic and foreign perspectives.Chapter three,the present situation and problems of the executive power of local governments in Northeast China.Throughfieldinvestigation and data analysis,the author expounds the presentsituation of the executive power of local government in Northeast China and summarizes its existing problems.The fourth chapter,the three provinces of northeast local government executive force influence factors branch school.Through the research on the present situation and problems of the executive power of the local government in Northeast China,the factors affecting its executive power are analyzed.The fifth chapter,the countermeasures and suggestions to improve the executive power of the local governments of the three provinces.Based on the research and analysis,this paper provides some countermeasures and suggestions to improve the execution power of local governments in Northeast China.
