The Function Orientation Of Local Government In The Process Of Revitalizing Northeast China

Since the reform,China’s economic development has achieved remarkable results.This phenomenon is inseparable from the contributions of the three northeastern provinces to the economic development of our country in the early period.During the beginning of planned economy,the old industrial base in Northeast China developed strongly and was in the forefront,which contributed to the establishment of the independent and complete industrial system of our country at that time,and was called "the eldest son of the Republic".However,in 2002,the economic growth rate in Northeast China began to decline,which lagged behind the eastern coastal areas,and the total industrial output value of the three provinces in Northeast China was far lower than that in one province of Guangdong Province.This phenomenon has aroused the high concern of the Party Central Committee.The coordinated development of the region as proposed in the report of the 16 th National Congress of the Party,Included in the revitalization of the Northeast.This is an important strategic decision on the revitalization of the old industrial base in Northeast China,which is put forward by the Party in view of the overall situation of building a well-off society in an all-round way.The decision clearly points out that we must coordinate the regional development under the guidance of the scientific development view and fully support the revitalization of the old industrial base in Northeast China.However,the structural and institutional contradictions are prominent in the process of development,as well as the problems of high form,complex division of labor and regional disparity of economic development,so how to revitalize the Northeast has become the focus of national attention and a difficult problem to be solved urgently.Based on the analysis of the development of the local government in revitalizing the Northeast,this paper finds out that the function orientation of the local government in the process of revitalizing the Northeast still exists,such as "dislocation","offside" and "not in place" and so on.Based on the experience of the revitalization of the old industrial bases of three countries,the United States,Germany and Japan,this paper puts forward a new request and a new consensus on the function of the local government in a new round of northeast China.The function orientation of local government in the process of revitalizing Northeast China is defined as follows: government function changer: eliminate system malpractice,speed up function transformation,promote system reform,insist on treating both symptoms and root causes,perfect system mechanism;Constructors of Economic transition: insist on key Breakthrough,Speed up the structural adjustment;the old and new kinetic energy conversion: adhere to innovation-driven,cultivate new growth points;ensure people’s livelihood service: adhere to people-oriented,improve the social security system.
