Research On County (district)-level Government Management In Vocational Skills Training Of Rural Transferred Labor Force

At present,China's rural revitalization strategy is deeply advanced,and rural migrant labor is directly related to the “talent revitalization” in the rural revitalization strategy.In recent years,with the development of our country's economy and society,the industrial structure has been continuously adjusted,urban-rural integration development has been gradually advancing,and the return of rural migrant labor has become obvious.As an important modernization force,the employment stability and quality of the rural migrant labor force directly affect the healthy and stable development of the regional economy.Vocational skills training is an important means to improve skills and help employment,and its importance in stabilizing and promoting the employment and entrepreneurship of rural migrant labor has become increasingly prominent.Currently,the vocational skills training of rural migrant labor in our country is gradually improving.Under the leadership of the government,vocational education focusing on skills training has attracted attention from all walks of life,and has achieved a series of achievements in continuous practice.The government has continuously improved the employment level of rural migrant labor through management,which will better meet the needs of regional economic and social development.However,as more and more rural migrant laborers choose to engage in amphibious employment and entrepreneurship in non-agricultural industries of urban and rural areas,the county or district government still follow the past practices in the training process,and has not made any changes to adapt to the new situation.The problems and deficiencies in management have affected the effectiveness of the training for rural migrant labor.Facing these problems squarely,analyzing the causes of the problems and finding solutions to them,improving management and its effectiveness are of vital practical value.Taking D District of R City as a research case,based on the current situation of the district government management of vocational skills training for rural migrant labor,further examine various problems in county or district government management,such as government management methods do not meet the needs of changes in the employment situation,training does not fully meet migrant labor force's needs of rural and urban amphibious employment,and training effect evaluation management does not accurately reflect the actual effect of rural human capital appreciation.Then deeply analyzing the reasons such as government's lack of service-oriented government consciousness,rigid management concepts,imperfect management mechanism,inequality between urban and rural public service resources,evaluation management emphasizing quantity over quality.Through literature research method,case research method and questionnaire survey method,based on the full reading of relevant domestic and foreign research theories,comprehensively apply service-oriented government theory and human capital theory,from the perspective of strengthening service-oriented government awareness,changing management concepts,enhancing publicity and guidance,improving management mechanisms and supporting service construction,this paper puts forward countermeasures and suggestions on improving local government management during vocational skills training for rural migrant laborers,and provides theoretical and practical references for the county or district government.It is of great significance for improving government management,boosting the training and employment level of rural migrant labor force,and promoting rural revitalization.
