Research On Local Government Behavior In The Process Of Business Environment Optimization

The business environment is an important field for countries or regions to demonstrate economic soft power and international competitiveness,and it has become an important measure of the modernization of national governance.The symbiotic and complex nature of the business environment determines that the behavior choice of local governments is inevitably affected by a combination of factors,which shapes the diversified behavioral landscape of local governments.At the same time,as the key responsibility subject of business environment optimization,the local government's behavioral orientation determines the effect of the optimization of the local business environment and affects the realization of the goal of high-quality economic development..Based on this,this study combs the relevant research results,tries to use the existing theories,and aims to put forward the ternary analysis framework of "national-local-social" by tracing the logic of local government behavior.This paper aims to make an in-depth study and analysis of local government behavior in the context of the business environment,decrypt the characteristics and deficiencies in local business environment governance,grasp the law,refine the experience,deal with dilemmas,and provide inspiration for deep institutional and mechanism reform.According to the research needs,this article takes City F as the research sample to analyze the three influencing factors of local government behavior in the process of business environment optimization,that is,top-down pressure driven,bottom-up interest demand and local government interest pursuit.Through the study,it is found that in the field of business environment governance,the behavior choice of local governments lies in the institutional basis of formal institutional space,organizational structure and informal institutional context,the attention of the local government will change in the situation dominated by different influencing factors,and the local government will make different choices of behavior strategies.It includes "Choice Response" under the guidance of pressure-driven factors,"Active Response" under the guidance of interest demand factors,and "Profit-seeking Change" under the guidance of interest pursuit factors.On this basis,this paper analyzes the positive and negative effects of local government behavior in the context of business environment optimization,and analyzes the causes of the negative effects of local government behavior,to provide a direction for the resolution or transformation of negative effects.Finally,given the standardized approach of local government behavior in the process of business environment optimization,this paper puts forward some suggestions from three aspects: institutional integration,structural transformation and path improvement,in order to ensure the standardization of local government behavior.
