Research On The Existing Problems And Countermeasures Of The Business Environment Of Local Governments

Business environment refers to the sum of all factors that have an impact on the production and operation of an enterprise,specifically including government environment,social innovation environment,social service environment,urban facility environment and other basic elements,which have a direct impact on the business activities of an enterprise.At the same time,the construction of business environment depends not only on the role of the government,but also on the role played by enterprises in this process.Moreover,a good business environment can react on enterprises,quickly promote the improvement of their own economy.Attracting foreign capital depends heavily on the quality of the business environment,and the views reflect the competitive strength of the region.The construction of business environment is directly related to the economic development level and upward speed of a region or a city.Confronting the huge economic changes and responding to the changes in the world pattern,political,cultural,social and other environments,optimizing the business environment and attracting foreign investment is an inevitable requirement for the government under the new situation,and also an inevitable requirement for optimizing the market environment.In the implementation of the new situation of northeast revitalization and Liaoning revitalization and development in the new era,from the current situation of Dalian’s economic development and the advantages it has,it is inevitable to study the business environment of Dalian,and it will also clear the direction for northeast revitalization,which is of great significance.This paper will take "Dalian business environment" as the research object,follow the principles of reliability,scientificity and comprehensiveness,and summarize a set of evaluation index system applicable to Dalian business environment based on authoritative evaluation indicators.This paper evaluates the business environment of Dalian from five dimensions in the form of online questionnaires.Through descriptive analysis,we found that there are problems in Dalian and optimized and upgraded the business environment of Dalian.At the same time,based on the theory of government functions,new public management and service-oriented government,we will improve the deficiencies of the government in the business environment,and change the role of the government and build a government satisfied by the people.In order to successfully complete the article writing,the specific ideas are as follows:First,explain the writing background and significance of the article;Secondly,the connotation of business environment and business environment evaluation index is elaborated,and the three theoretical bases used are explained in detail;Thirdly,Analyze the questionnaire data on the basis of the indicator system,and then obtain the current situation of Dalian’s business environment;Fourth,analyze the causes behind the business environment problems in Dalian and the shortcomings of the government;Finally,aiming at the existing problems of Dalian’s business environment,the paper puts forward corresponding solutions to provide experience for other local governments in Northeast China and even the whole country.
