In October 2020,the Fifth Plenary Session of the 19th Central Committee was held.The meeting emphasized the need to continue to deepen the reform of the rural management system and accelerate the pace of rural revitalization.It can be seen that the "three rural" issues have always been the top priority of our party's work.Solving the "three rural" issues is the foundation for the long-term development of our country and the stable life of the people.Guizhou Province has transformed its traditional agricultural development methods,adapted measures to local conditions,and promoted the rural "three changes" reform of "resources becoming assets,funds becoming equity,and farmers becoming shareholders",which innovated agricultural development thinking and provided experience for my country's continuous and in-depth reform of the rural system.Practice has proved that the rural "three changes" reform has effectively stimulated the endogenous elements of the "three rural" development,and promoted the transformation of rural development to intensification,marketization,and modernization.It is a new way of rural reform to increase farmers' income and strengthen the development of agricultural industries..This article takes the rural "three changes" reform in Panzhou City,Guizhou Province as the research object,and takes Pingdi Township,Pugu Township,Yuni Township,Lianghe Street and other towns as specific research areas.Through literature collection and analysis,we can understand the current status of the "three changes" reform in rural areas in China.Based on the research results of domestic experts and scholars,we can obtain the results of the "three changes" reform through field investigations,personal interviews,and survey questionnaires.Relevant data and materials,using comparative analysis and other research methods to analyze and summarize the relevant measures,results achieved,and existing legal problems of the "rural" reform in Panzhou City,and finally put forward countermeasures and suggestions for improvement.This article briefly elaborates the thesis' s research background,research summary,content and methods in the introduction.The second part mainly introduces the concrete connotation and background conditions of the rural "three changes" reform.The third part is based on the field survey in Panzhou City,focusing on the overall situation and specific methods of the "three changes" reform in the rural areas of Panzhou City,including the basic steps and operating modes taken by Panzhou to promote the "three changes" reform.And select typical cases in the reform to summarize the experience and enlightenment of the "three changes" reform in Panzhou.The fourth part is the legal bottleneck of the rural "three changes" reform,from the incomplete legal system supporting the rural "three changes" reform,the reform lacks legal support;the equity operating mechanism is not perfect,there are weakening of equity assets,virtualized shareholder rights,and equity withdrawal The problem of poor channels;the prevention and control supervision system is not sound,and the legal bottleneck of the "three changes" reform is analyzed in terms of risk prevention and capital supervision.The fifth part proposes solutions to the problem from the three perspectives of strengthening the construction of supporting legal systems,building a reasonable operating mechanism for equity,and establishing and improving the supervision and prevention control system,in order to help the development of the current rural "three changes" reform.
