Reputation,as an important evaluation mark of individuals in society,has important value and significance for the survival and development of individuals in society.The Reputation Processing Mechanism has been used in my country's social governance for a long time,in order to solve the moral anomie and even violation of the law that have often occurred in the society in recent years with the advancement of the construction of the national credit system.Compared with traditional regulatory methods,the Reputation Processing Mechanism has been widely used in social governance to maintain public order in all fields of society due to its low cost and significant effect.From the "Blacklist" system and "Credit Points" system of administrative agencies to the system of grassroots autonomous organizations using bulletin boards and loudspeakers to expose violations of village rules and folk agreements,governance methods that rely on reputation to influence regulators emerge in endlessly.However,the corresponding power restriction and rights protection legal system cannot be matched with it.It is precisely because the Reputation Norm System in practice shows that the lower law violates the upper law,and the social norms invade the adjustment scope of the legal norms.Legal rights related to reputation are difficult to protect,and the legitimacy of Reputation Processing Mechanism is also questioned.How to provide effective protection for reputational rights,safeguard the legitimate rights and interests of rights holders,and promote Reputation Processing Mechanism into the track of the rule of law have become practical and theoretical issues that need to be resolved urgently.Therefore,this article believes that the key to the rule of law of the Reputation Processing Mechanism lies in the legalization of the norms based on different processing mechanisms,and a Reputation Norm System with multiple norms coexisting led by law should be established.In view of this situation,forming the focus of this article,the key to the standardization of the Reputation Processing Mechanism lies in the legalization of the standard.This article first starts from the actual cases in the process of operating the Reputation Processing Mechanism in various fields,and derives the problems in the specific operation of the Reputation Processing Mechanism.Combined with the relevant theoretical analysis of the Reputation Processing Mechanism,it is clear that the key to the legalization of the Reputation Processing Mechanism lies in the difference.The legality of the norms under which the type of processing mechanism operates.In the second chapter,we analyze the status quo of different types of norms based on the Reputation Processing Mechanism from the perspective of norm inspection,and use the norm system to examine the different types of norms based on the Reputation Processing Mechanism.The third chapter is based on the analysis of norms,combined with specific cases to extract the existing problems in the normative aspect of the Reputation Processing Mechanism,which proves the necessity of establishing a reputation norm system with multiple norms coexisting led by law.Finally,it puts forward specific countermeasures and suggestions to promote the rule of law of the Reputation Processing Mechanism,and responds to the problems of the Reputation Processing Mechanism shown in the case at the standard level,by clarifying the positioning of different types of norms in the normative system,and the expansion of the legal advisor system And the activation of the filing review system solves the various problems that exist at the normative level in the Reputation Processing Mechanism,thereby enhancing the protection of reputational rights.
