Research On The Public Security Management And Service Of Shanghai Urban Floating Population

As a newly appeared trading port city since modern times,Shanghai not only attracted labors,talents,and capital all over China by its great charm,but also missionaries,businessmen,intellectuals,gold prospectors,and asylum-seekers.Therefore,it turns into the‘Oriental Paris' after the Opium War.After the reform and opening up,Shanghai's booming economic and social development brought large migrant population into the city.Thus,it became bigger with the larger urban population.Shanghai's absorption of migrants not only reflects the city's broad mind and open spirit,but also makes it a typical representative of China's urbanization in the industrial era.In this process,the existence of numerous migrants has not only made indelible historical contributions to the development of Shanghai,but also became a significant driving force promoting the urban management and modernization of Shanghai.After the founding of New China,Shanghai's magnificent development process got started.The agglomerated industries began introducing technology and foreign capital.With the continuous integration of external cultures,the supplement of the labor force became sustainable.For one thing,the influx of shifting population benefits Shanghai which achieves sustainable development;for another thing,it also brings management problems.In order to improve the public security management and services for the shifting population in Shanghai,this article introduces literature research,case studies,etc.,and relies on community policing theory,trinity policing theory,rational man theory,etc.Learning from experiences of other cities and studying the connotation of mobile migrants as well as the management policies contributes to propose a new mode of public security management and services for the mobile migrants in Shanghai.Shifting population has rich connotation and strong extension,thus,the related factors not only include the characteristics,structure,nature,age,etc.,but also include employment,medical care,and children's education.Shanghai has formulated relevant policies and systems to deal with the problems above,such as managing people with housing and with certificates.Those measures achieved efficient management and services for the shifting population within a certain period of time.However,some of the policies mentioned above are no longer suitable in the new era.It is necessary to explore innovative paths based on actual conditions,such as introducing new technological achievements and upgrading residence permits.
