A Study On The BeiJing Floating Population Public Security Management Problem And Countermeasure

With the deepening of reform and opening up and the rapid development of urbanization in our country,more and more rural surplus labor swarm into the city,and this result in urban floating population is growing fast.As the China’s center of political,economic and cultural center,and by the financial center,Beijing is always attracting more and more the migrants.Floating population to urban development of human resources,stimulate the vitality of the city,promoting urban economic development.The floating population in Beijing city has provided human resources for the development of the city,which has stimulated the city vitality and promoted the economic development of the city.However,the floating population problem has caused great pressure on the city,and the management of the floating population security is of top priority for the management of the public security organs,and how scientific and effective manage the floating population become test the public security organ.Because of the large population base,the complex members,the location and the uncertain flow time,so it is often associated with public security crime,environmental health and other issues.Therefore,scientific and effective control of the state of the floating population to solve the additional problem of migrants has brought important challenges now faced by the public security organs.Currently,to face up this phenomenon of migrants in Beijing,Beijing police has implemented the effective security management,but in the management philosophy,management style and management tools are still issues.This paper describes the development characteristics of the various stages of population floating,defined the concepts population migration and functions and methods of security management,analysis of the present situation of population mobility and the problems in Beijing from the perspective of security management,and describes public security management method from the Suzhou public security organs in the floating population approaches and Revelation to Beijing.Finally,based on the need to the development of public security management of floating population in Beijing,gives the improvement countermeasures for the development of the public security management of floating population in Beijing.Finally,combined with the development needs of the public security management of the floating population in Beijing,I give the development countermeasures of improving the public security management of the floating population in Beijing,and establish Beijing city public security management of floating population information system.Through the introduction of big data,information technology and other technologies,the system to achieve the transformation from management to service development trend,and realizes the scientific,intelligent,real-time online management of the floating population.The system improves the level of social security prevention and control technology,improve the efficiency of public security prevention and control,improve the way of policing work,and promote the modernization of social governance capacity.
