With the development of economic globalization,90% of China's foreign trade is carried by sea,and sea passage has become an important lifeline for economic development.Under the background of two national strategies of maritime power and transportation power,especially the fourth Plenary Session of the 19 th Central Committee of the Communist Party of China(CPC)promoted the modernization of China's governance system and capacity in depth,and put forward higher requirements for strengthening the construction of marine accident emergency response capacity.At present,China's emergency response capacity building in offshore maritime emergencies has reached the world's leading level,but there is still much room for improvement in the construction of emergency response capacity in far-sea.This paper comprehensively applies the literature research method,comprehensive evaluation method,structured interview method,etc.and extends the research on resilience theory to the field of far-sea accident emergency management.Resilience is composed of immunity and restoring force.This article focuses on the "External System Resilience",that is,emergency response capabilities.By building a framework for analysis of the resilience of far-sea accident system,the whole process of emergency response practice for the accident of the "SANCHI" is analyzed in the whole process.Use the analytic hierarchy process and fuzzy comprehensive evaluation method to construct the evaluation system of the emergency response capability of the far-sea accident,and carry out the evaluation of the emergency response capability of the "SANCHI" accident.Comprehensive evaluation results and first-hand data obtained from structured interviews have analyzed the current weaknesses in the construction of China's emergency response capacity for far-sea accidents,and proposed specific construction paths for the emergency response capabilities of far-sea accidents.The study found that the emergency response capability evaluation result of the "SANCHI" accident was between "Average" and "Good".The study believes that the construction of emergency response capacity for far-sea accidents in China mainly has four problems: poor coordination mechanism,slow response speed,insufficient handling capacity,and weak logistical support.The reason lies in the imperfect legal system,incomplete emergency response plans,and inadequate equipment construction to meet the needs of modern aid.In this paper,it is considered that to improve the emergency response capability of the far-sea accident,and then to improve the resilience of the entire system,we should start with measuring the three characteristics of the external system resilience,namely robustness,rapidity and redundancy.The specific measures are to establish a new pattern of coordinated and efficient emergency response to far-sea accidents,upgrade far-reaching sea integrated equipment,enhance comprehensive emergency response capacity,build integrated emergency response bases,scientifically arrange emergency response forces,encourage social forces to participate in rescue,build a unified management information platform for maritime accidents,and build a community with a shared future for emergency response to far-sea accidents.
