China is in its social transitions, and rapid changes. Nature disasters, human error accidents and other kinds of irregular security threats have posed a server threat to the stability and harmonious development of our society. It is believed that our country has entered the period of "high-risk society" and it is necessary to enhance the community resilience to resist all kinds of social disturbance. The community, as the local self-governance organization, is one of the most important participants and performers in crisis management, which has the advantages, such as quick responses and flexible actions, than the government. A community with high resilience can resist the disturbance as much as possible and restore to satisfactory status by using self-resources. However, there is no systematic, operable and adaptive index systems of community resilience in China yet, although it has gained increasing attention and the evaluation index systems and models have been investigated by more researchers. From this point, this paper aims to establish index systems of community resilience, and then to find the problems in the development of community, and finally to provide several suggestions.At first, this paper, based on theories of organization learning, vulnerability, and social capital, classifies research findings about community resilience from different perspectives and finds some research questions, such as unclear conceptions, and the lack of systematic and operable index systems. In the next part, the community resilience’s object, principle, subject and procedure of evaluation system are talked about. Then we establish five first-level indexes, including situation awareness, disaster resistance, transformative potential, social capital and vulnerability, and 18 second-level indexes by empirical the analysis method and the expert interview method. These indexes are weighed by AHP method and the evaluation system will be established finally after passing reliability and validity tests. At last, this index system is used to evaluate two communities in Dalian, Huanghe Community on behalf of the new-style community and Shengli Community as the old-style one. After analyzing the results, this paper tries to find problems during the process of establishing community resilience in Dalian and even in the whole country, and to provide several suggestions.
