China's New Strategy For The DPRK: Building A "China-DPRK Community With A Shared Future"

China’s overall diplomatic strategy has begun to move towards a positive trend in the new era.However,China’s policy towards the DPRK is still conservative,so it needs to be changed appropriately.In academic circles,most views basically follow the previous passive approach to maintaining stability of Korean Peninsula,or regard solving the DPRK’s nuclear issue as the key to developing the China-DPRK relationship.However,in the context of China’s increasingly aggressive diplomacy,the past conservative policy is no longer applicable.And therefore,this paper raises the research question: How should China deal with the situation on the Korean Peninsula at present?This paper tries to prove that it is unrealistic to give priority to solving the nonnuclear issue at present by explaining DPRK’s intention of possessing nuclear weapon and the external conditions required by China’s development.The author argues that for maintaining peace and stability on the Korean Peninsula,it is not necessary to solve the DPRK’s nuclear issue first.China should give priority to the stability and development of the Korean Peninsula,and take the initiative to build China-DPRK Community with a Shared Future.In the construction of China-DPRK Community with a Shared Future,the two sides should aim to harmony and symbiosis.Pursuing peace and stability on the Korean Peninsula is in the first place.Secondly,the state should be taken as the main body.China should respect the system of the DPRK and go beyond the inter-party relations in the history.Finally,China should take cooperation as the driving force,deepen common interests through cooperation,and finally achieve harmonious symbiosis.On the practical level,the focus of building China-DPRK Community with a Shared Future lies in three dimensions: security,politics and economic fields.In the security field,China should take harmony and symbiosis as the goal and adhere to the strategy of giving priority to maintaining peace and stability on the Korean Peninsula.China should explore a new cooperation program based on China-DPRK Treaty on Friendship and Mutual Assistance,and respect the DPRK’s desire for independent diplomacy,so as to set a good example for realizing the New Asian Security Concept.Politically,China should carry out strategic cooperation with the state as the main body,respect the regime and system of the DPRK,continue to deepen relations with the DPRK on the basis of traditional friendship,transcend the history of national development serving the international communist movement,and make the diplomacy of the political party serve the national interests.Economically,China could call for relaxing UN sanctions on DPRK appropriately,concern about the DPRK’s reasonable demands on the economy and anti-epidemic,use the Belt and Road Initiative to connect with the DPRK’s economic development strategy,and carry out Third-Party Market Cooperation with relevant countries.
