Data Risk And Ethical Reflection Of New Government Media

With the promotion of "digital government" reform and the development of media integration,the new government affairs media,as an important tool for the government to transform its functions,has strengthened its service attributes under the data-driven logic,and has gone through the development process from "Weibo We Chat and News Client" focusing on information release and interaction to We Chat mini programs.We Chat mini programs for government affairs provide access to government services by registering users' personal information,making this new media application an information node and forming a "Flow Space" claimed by Caster.This digital information(i.e.,data)is connected to the process of other government departments through the new government media,thus achieving mobilization,digitization and “absent conduct” of government services and affairs.Compared with the previous fixed window business and scattered paper-based business processes,the collection,storage and sharing of these electronic data are more convenient and flexible,but at the same time,this flowing process is also full of risks.This paper mainly discusses and analyzes the development of digital government and new government media,the data risks of new government media,and the ethical reflection of new government media,using the "Yueshengshi" We Chat mini program as a study case to analyze its process and operation mechanism of becoming an interacting information node in connecting personal data with government systems.The study finds that the process of transitioning from promoting information to providing service in the new media of government affairs has formed a data-driven operation logic and created data ethical issues such as data misuse,data over-collection,and digital division in the flow of data.Due to the centralization of personal data,the new media construction of government affairs,characterized by "Flow Space",has negatively posed influence.Especially at the time when COVID-19 is prevailing,"health code" and "travel card" are widely used for tracking personal travel itineraries and health status.The risk of personal information misuse and privacy leakage has been a widespread concern.Meanwhile,the digital device paradox caused by the abandonment of digital disadvantaged groups by We Chat mini programs is also facing ethical questioning.This raises new issues forthe data governance in the future.
