Research On Government Functions In The Financing Of Small And Medium-sized Enterprises In Tibet

With the development of Tibet's economy,small and medium-sized enterprises in Tibet play an irreplaceable role in creating GDP,stabilizing employment and providing tax revenue.Although the government has paid more and more attention to the importance of the development of small and medium-sized enterprises,compared with the contribution of small and medium-sized enterprises in Tibet,the support and guarantee for small and medium-sized enterprises in Tibet is still insufficient.The failure to get reasonable financing support is an important factor affecting the normal development of small and medium-sized enterprises.Compared with the mainland provinces and cities,under the background of Tibet's special investment driven economy,government functions play a more critical role in the development of small and medium-sized enterprises.How to solve the financing problem of small and medium-sized enterprises in Tibet through government functions is an important guarantee for the healthy and sustainable development of small and medium-sized enterprises in Tibet.Through questionnaires and interviews,this paper analyzes the financing problems of small and medium-sized enterprises in Tibet,such as single financing mode,hidden cost,structural shortage of supply and demand,and information asymmetry.The reason is that the government functions in the financing field of small and medium-sized enterprises are not fully played.Then,through the analysis of the present situation of government functions in the financing field of small and medium-sized enterprises,the existing problems of government functions can be summed up in four aspects: insufficient macro-control,imperfect system construction,inactive market subjects,and imperfect service and supervision.Therefore,combined with the representative l enterprise as a case,from the perspective of economic and social functions of government functions,this paper seeks the specific direction and measures of government functions in the financing field of small and medium-sized enterprises in Tibet,and optimizes the financing development environment of small and medium-sized enterprises in Tibet.Through the research,the paper puts forward the following four countermeasures and suggestions for the effective play of government functions in the financing of small and medium-sized enterprises in Tibet:first,in the aspect of macro-control,improve the monetary policy under the special policy,adopt positive and effective fiscal policy,and further increase the intensity of tax reduction and fee reduction.The second is the function of system construction,which is to further improve the laws and regulations system,improve the financing decision-making system,improve the social organization structure and regulations,and optimize the competitive environment of small and medium-sized enterprises.The third is to guide the main functions of the workplace,optimize the ability of financial institutions,intermediary agencies,management service agencies to serve the financing of small and medium-sized enterprises.Fourth,in terms of service and supervision functions,we should carry out modern credit enhancement services,provide basic education for business owners,broaden financing channels,and establish fault tolerance mechanisms.
