Research On The Problems, Reasons And Countermeasures In Dazhou City Management Law Enforcement

With the speeding-up of china s reform and opening up,the process of urbanization accelerates and urban dilemmas such as roadside booths,mobile vendors,etc.become more and more prominent.Thus comes urban management and law enforcement.After over a decade of efforts in launching and promoting pilot projects,urban management and law enforcement has made significant progress in comprehensive social governance.Since the establishment of Da Zhou city administrative law enforcement department,it has gone through four major reforms in exploring for "urban management +".Relying on the community,it cooperates with the police taskforce,carries out non-mandatory flexible law enforcement and strengthens digital law enforcement by collecting more information and data,all of which lead to a better appearance to the city,an ordered life to the citizens and a refiner city quality.It has also gained significant achievements in standardization of city management and law enforcement,enhancing the local governance ability of Da Zhou.However,problems like uncertain power and responsibilities,weak team constructions,uncoordinated cooperation,low public participation and slow construction of smart urban management platforms,emerge during law enforcement process and trouble the law enforcement departments.As a result,it fails to play a positive and effective role in city development.In view of this,this paper takes Da Zhou city administrative law enforcement as an example to emphasizes the concept of "making urban management as delicate as embroidery" from the perspective of public management.It seeks to redefines the purpose of urban management law enforcement from simple management to service.With readings and researches,by interviewing and investigating,this paper clarifies the concept of urban management and law enforcement and sorts out development course of the relatively centralized administrative punishment power.Combined with Dazhou city conditions,While affirming the necessity and good practice of urban management and law enforcement in Da Zhou,it also reflects on the problems existing in urban management and law enforcement,trying the best to parse and to analyze.With regards to the reality of urban management and law enforcement in Da Zhou,it draws on the advanced experience of both home and abroad,and puts forward targeted,innovative and constructive countermeasures and suggestions,so as to provide a solution to a more Refined rule of law,socialized,humane and intelligent urban management and law enforcement in Da Zhou.This paper believes that actively facing the contradictions and conflicts in urban management and law enforcement activities is the necessary premise to solve the current problems of Da Zhou.When strengthening the self-construction,it is also important that all citizens come to participate,to come up with solutions and to improve the city image.This will lead to certain and clear rights and obligations,strong team cooperation,multimember participation and smart city construction.,all of which will in turn bring efficiency to urban management law enforcement.
