In order to promote the modernization of the social governance system and governance capabilities,the central government and relevant departments have carried out a series of reforms and experiments with the classified management of public officials accordingly.Among them,the social attention and social discussion caused by the classified management of court personnel are the most in-depth.At the same time,the reform of the classification management of court personnel provides a new solution for the management of court personnel in Dazhou,but it also brings new problems.Therefore,analyzing the current situation and problems of Dazhou court personnel classification management reform,and putting forward countermeasures and suggestions can better guide the management practice of court personnel in similar regions and even the whole country,and promote the improvement of trial quality and efficiency.At the same time,it has strong theoretical and practical significance for improving the governance capacity and level of socialist modernization.This thesis first of all introduces the background and current situation of the classified management of court personnel in Dazhou,and on the basis of collecting and sorting out relevant theories and research of the classified management of court personnel at home and abroad,comprehensively using the literature research method,comparative analysis method and interview method to analyze the results.There are three main problems in the classification and management of personnel in Dazhou courts:(1)In terms of staffing,there are mainly problems such as relatively solidified personnel structure,incorrect classification,and insufficient work connection.(2)In terms of management,there are mainly problems such as administrativeization and bureaucratization of court management methods at all courts in Dazhou,lack of pertinence of supervision and assessment.(3)In terms of occupational security,there are main problems such as uneven professional quality,relatively narrow promotion channels,and serious staff turnover.At the same time,this article combines my own work experience and existing data,and on the basis of interviews,analyzes and sorts out the causes of the above-mentioned problems:(1)In terms of staffing,the main reason is that the ratio of personnel is uniform,and there is a phenomenon of mixed use and multi-head management for all types of personnel.(2)In terms of management,the main reason is that administrative factors have great influence,and the supervision and assessment are not perfect.(3)In terms of occupational security,the main reasons are that the training of personnel is relatively simple,the party committee and government give less consideration to court personnel,and the incentive measures are not in place.In response to the above problems,this thesis starts with the causes of the problems,combined with advanced experience in the classification management of court personnel at home and abroad,and comprehensively uses the theory of bureaucracy,division of labor and human resource management to give countermeasures to improve the classification management of court personnel in Dazhou.And suggestions:(1)Optimizing the personnel structure,including determining the ratio of personnel,positions and management channels according to the local conditions,personnel professional characteristics,establishment attributes.(2)Improving the management,including the establishment of internal management to de-administration,the supervision subject and method are consistent,and the assessment is targeted.(3)Improving occupational security,including improving training systems,broadening promotion channels,improving salary security and talent introduction.
