Research On The Long-term Mechanism Of Relative Poverty Governance In My Country

Relative poverty is a sense of loss on the psychological level caused by a certain group of people in the absence of material resources and social resources through implicit and continuous comparison.This sense of loss will limit their further development.The governance mechanism of relative poverty is a series of institutional arrangements to achieve effective governance of relative poverty.After China has solved absolute poverty in 2020,relative poverty has become the normalized governance task and work of the party and the government.Based on the framework of "physiology" and "pathology",social exclusion and structural functionalism,this study makes a systematic analysis on the formation mechanism of relative poverty and the constituent elements and functions of relative poverty governance mechanism in China.The "physiological" or characteristic manifestation of relative poverty in China can be expanded from three aspects: the definition,presentation and evolution trend of this problem,the "pathology" of relative poverty in China,that is,the formation mechanism of relative poverty,is analyzed from two aspects of rural and urban areas.The research shows that China's relative poverty governance mechanism has been gradually generated since the 1980 s,and its structure can be divided into four parts:oriented elements,normative elements,operation and transmission elements,and participatory elements,all of which bear different functions.Although the operation of this mechanism has achieved certain results in the course of poverty control in China,through relevant research,we can find that the structure of this mechanism also has limitations.In the process of its construction and operation,it is difficult to identify the phenomenon of relative poverty,single governance subject,lack of endogenous power and lack of economic resources.In view of the problems and challenge of this mechanism,we can further analyze the relevant reasons from four aspects of policy factors,social factors,cultural factors and economic factors,it also puts forward the logic of constructing a long-term mechanism of relative poverty governance from four aspects: Innovating the policy support mechanism of relative poverty governance,constructing the collaborative participation mechanism of relative poverty governance,stimulating the endogenous dynamic mechanism of relative poverty governance,and optimizing the resource support mechanism of relative poverty governance.
