| The No.1 document of the Central Government in 2023 puts forward new requirements for the comprehensive promotion of rural revitalization,pointing out that we should “resolutely keep the bottom line of not returning to poverty on a large scale”;the report of the 20 th Party Congress proposes to“consolidate and expand the results of poverty eradication and enhance the endogenous development momentum of areas and people who have escaped from poverty”.In 2020,the war on poverty eradication will be successfully completed,and the focus of poverty management will shift from absolute poverty to relative poverty,and the prevention of poverty return is also an important task of relative poverty management at this stage.After solving the problem of“Two Assurances and Three Guarantee”,new needs for medical care,cultural life,education and training of rural low-income groups have emerged.The endogenous impetus for the development of poor regions and low-income groups needs to be generated.The difficulty of relative poverty management is much greater than that of absolute poverty,and it cannot be accomplished overnight,so it needs to be explored both theoretically and practically.W Town was once an important battlefield for poverty alleviation.After the impoverished population lifted out of poverty,how to consolidate the achievements of poverty alleviation and alleviate relative poverty has been a problem that W Town has been exploring and practicing.Guided by the collaborative governance theory and the cooperative anti-poverty theory,through field visits,this paper analyzes and discusses the background of relative poverty governance in W Town,the status quo and effectiveness of multi subject participation in governance,and focuses on understanding a series of problems existing in the process of multi subject participation in relative poverty governance,such as fragmentation of government governance,and the efficiency of enterprises’ participation in relative poverty governance needs to be improved The ability of social organizations to participate in relative poverty governance is lacking,the endogenous motivation of relative poverty groups needs to be improved,and the coordination and cooperation among various entities need to be strengthened.At the same time,it is further pointed out that the causes of the above problems mainly include the continued existence of traditional administrative governance models,low participation of market entities,insufficient development level of social organizations,backward thinking of relatively poor groups,and incomplete participation paths of multiple entities.Based on the analysis of the problems and causes of the participation of multiple entities in the governance of relative poverty in W Town,this paper provides more scientific and reasonable suggestions for W Town to better carry out relative poverty governance and achieve rural revitalization in the "post poverty alleviation era" by improving the efficiency of government governance,enhancing the ability of enterprises to assist in poverty,enhancing the filling capacity of social organizations,cultivating endogenous motivation,enhancing farmers’ willingness to lift themselves out poverty,and strengthening collaboration and cooperation among entities,At the same time,it also provides valuable reference and inspiration for poverty governance in other regions. |
