Research On The Political Participation Of Grassroots Citizens Under The Background Of Modernization Of National Governance

The modernization of national governance is the general summary of the modernization of national governance system and governance capacity.It is not only the concentrated embodiment and main symbol of the socialist system with Chinese characteristics and its implementation capacity,but also the prerequisite and important path for realizing the goal of socialist modernization.The realization of the goal of the modernization of national governance is based on the premise of citizens' active,orderly and efficient political participation.With the development of society,the forms,channels,consciousness and values of citizens' political participation are also changing.This paper aims to illustrate the necessity and new requirements of grass-roots citizens' political participation under the background of national governance modernization by taking grass-roots citizens' political participation as the research object and comprehensively grasping the connotation and essence of the two,observing and thinking about their internal relationship.Focusing on the problem of low political participation of grass-roots citizens,this paper takes the concept of modernization of national governance as the guidance,and applies it to the research on the status,problems,causes and countermeasures of grass-roots citizens' political participation,so as to provide certain theoretical reference and practical guidance for improving grass-roots citizens' political participation.This paper takes the promotion of grass-roots citizens' political participation in the context of the modernization of national governance as the research goal.Firstly,the purpose and significance of the research,the current research status and research methods of the academic circle are sorted out.Secondly,it introduces the concepts of national governance modernization,political participation and grass-roots citizens' political participation,and discusses in detail the theoretical basis of grass-roots citizens' political participation under the background of national governance modernization.Thirdly,analyze the status,find out the problem and dig out the cause of the problem.Basic problem of citizen's political participation is low,with GY town as an example,through questionnaire and on-the-spot investigation,the government service,the major issues of the network evaluation,village-level elections,review,network,government and citizen complaint as the main form of political participation and political participation in the form of universality,diversity and enhancing the autonomy,clear claims,and the current situation of environment increasingly optimization are analyzed,at the same time found the town with the lack of consciousness of citizen's political participation,comprehensive ability is low;Social,economic and cultural construction lags behind,and the level of political participation is unbalanced.The political participation system is not perfect,and non-institutionalized and irrational political participation still exists.Single channel construction;The paper also explores the causes of the problems,that is,the underdevelopment of material economy,which affects the initiative of grass-roots citizens' political participation.The construction of political culture lags behind,which frustrates the enthusiasm of grass-roots citizens to participate in politics.Some laws and regulations are incomplete,which reduces the effectiveness of grass-roots citizens' political participation.The political participation system is not perfect,which restricts the order of grass-roots citizens' political participation.The development of social subjects at all levels is insufficient,which weakens the universality of grass-roots citizens' political participation.Finally,from the grassroots citizen political participation of the law,the rule of law institutionalization;Participation consciousness,values and democratization of political culture;Education mechanism,participation channel and benefit drive diversification;The countermeasures are put forward from the four aspects of participating in concept,economic development and scientific construction of knowledge system.It is expected to enhance the political participation of grass-roots citizens to help realize the goal of modernization of national governance.
